The United Nations General Assembly in New York has on Thursday, 17 November 2011, re-elected the Swiss national Lucius Caflisch, professor of international law and former legal advisor of the FDFA, as member of the International Law Commission. Switzerland, which attaches much importance to the work of the Commission, warmly welcomes Prof. Caflisch’s re-election. Respect for and the development of international law are guiding elements of Swiss foreign policy.

The 17th UN Climate Change Conference will be held from 28 November to 9 December 2011 in Durban, South Africa. Discussions will focus on how to create a regime in which all major polluters make a legally binding commitment to reducing their greenhouse gas emissions. Financing issues will also be under discussion.

For over 20 years, Switzerland has been supporting the countries of South-Eastern Europe in building reliable water-supply systems and in creating properly functioning public utility companies. The Annual Conference on Swiss Cooperation with Eastern Europe and the CIS to be held on 25 November 2011 in Neuchâtel, will bring together experts and government officials from both Switzerland and abroad for a discussion on what has been achieved to date and the challenges still to be met. The focus will be on projects being conducted in Moldova and Albania. Those persons interested as well as representatives of the media are cordially invited to attend.

On Monday, 14 November 2011, Swiss President Micheline Calmy-Rey travelled to Zagreb, the capital of Croatia, for an official visit. She was received for talks by Croatian President Ivo Josipovic, Deputy Prime Minister and Foreign Minister Gordan Jandrokovic, as well as the Speaker of Parliament Luka Bebic. Mrs. Calmy-Rey’s visit was the first meeting at presidential level between the two countries.

The Trebevic cable car in Sarajevo, which was destroyed in the Bosnian war, is being reconstructed with Swiss aid. The municipalities of Grächen and Saas Fee in the Canton of Valais have donated the equipment of the Hannigalpbahn cableway for this purpose. The Swiss Armed Forces in conjunction with the Swiss Agency for Development and Cooperation (SDC) will start transporting the equipment next week. On Monday, the Swiss Ambassador to Bosnia-Herzegovina will sign an agreement on cooperation on this project with the City of Sarajevo.

Today, the President of the Swiss Confederation, Micheline Calmy-Rey, head of the Federal Department of Foreign Affairs (FDFA), has received the Foreign Minister of Kosovo, Enver Hoxhaj, in Bern for an official working visit. The agenda included the signing of a road transport agreement. This agreement is one of a series of treaties recently concluded by the two states which are giving a legal framework to relations between Kosovo and Switzerland.

The Organisation for Security and Cooperation in Europe (OSCE) regularly examines the religious landscape of its member States. In this way, it remains informed about efforts to prevent intolerance and discrimination against religious minorities. Three OSCE representatives to promote tolerance will visit Switzerland from 7 to 9 November 2011.

The Governor of the Bank of Canada, Mark Carney, has been appointed as the new Chairman of the FSB and the Swiss National Bank Chairman, Philipp Hildebrand, as its Vice-Chairman. The Federal Council sees this appointment as recognition of Switzerland's commitment and that of Philipp Hildebrand to strengthen the set of international regulations for the financial sector.
