Ordinance on Swiss Nationals and Institutions Abroad: consultation process commences

At its meeting today, the Federal Council opened the consultation process for the preliminary draft of the Ordinance on Swiss Nationals and Institutions Abroad (Swiss Abroad Ordinance, SAO). This ordinance aims to facilitate the implementation of the Federal Act on Swiss Nationals and Institutions Abroad (Swiss Abroad Act, SAA). The SAA brings together in a single piece of legislation the most important provisions on Swiss nationals living abroad.


Controlling immigration: Federal Council approves draft legislation and negotiating mandate

On 9 February 2014, Swiss citizens voted for Switzerland to control and restrict immigration autonomously and at the same time for an amendment to the Agreement on the Free Movement of Persons with the European Union (EU), while safeguarding Switzerland’s overall economic interests. On Wednesday, the Federal Council took various decisions on the implementation of the new constitutional provisions. It approved the draft of the new legislation on foreign nationals and additional measures to make better use of the potential workforce within Switzerland. It also made a final decision on the negotiating mandate with the EU on the Agreement on the Free Movement of Persons.



Peace through dialogue: OSCE receives Munich Security Conference award for its contribution to peace and stability in Europe

On Saturday evening, the Organization for Security and Co-operation in Europe (OSCE) received this year's Ewald von Kleist Award. The award is given by the Munich Security Conference to honour outstanding contributions to international peace and conflict resolution. In his acceptance speech on behalf of the OSCE Troika, Federal Councillor Didier Burkhalter emphasised the importance of continuity in the OSCE's work.

At the invitation of United States Secretary of State John Kerry, Federal Councillor Didier Burkhalter, head of the Federal Department of Foreign Affairs, will discuss measures at the Washington summit on 19 February 2015 to deter young people from becoming involved in terrorist groups and networks. Preventing and combating the root causes of terrorism is a foreign policy priority for Switzerland.


More wine from Switzerland served at Swiss embassies: the FDFA's success in promoting Swiss wine

In 2014 about three times more Swiss wine was served at events in Swiss representations abroad than just two years before: in 2012, 2,926 cases of Swiss wine were shipped to the embassies, while last year the figure increased to 8,555. The arrangements for supplying the representations were changed by the FDFA in 2013, with the aim of promoting Swiss wines abroad, and the results show that this has been successfully accomplished.


The World Congress on Juvenile Justice in Geneva closes with a joint declaration

Some 900 delegates from more than 80 countries attended the 5-day World Congress on Juvenile Justice in Geneva, the first such international meeting on this issue. Experts and representatives of civil society, governments and international organisations worked together to find better solutions for children and young people in conflict with the law, as well as child victims, and child witnesses. A final declaration was adopted.


Switzerland ratifies the Arms Trade Treaty

The Federal Council deposited its instrument of ratification for the Arms Trade Treaty (ATT) with the United Nations in New York on 30 January 2015. The Treaty will enter into force in Switzerland after a period of 90 days.


Expat Swiss community continues to grow

More and more Swiss nationals are choosing to live abroad. In 2014, the number increased by 14,726 on the previous year to a total of 746,885 people, an increase of around 2%. These are the most recent statistics from the Federal Department of Foreign Affairs (FDFA) on the expatriate Swiss community. The figures – published annually – include all Swiss nationals registered at an embassy or consulate general. There are Swiss expats living in 200 different countries and regions around the world.


Federal Council adopts dispatch to Parliament on a bridging credit facility for the promotion of peace and human security

The current framework credit for the promotion of peace and human security expires in spring 2016. The Federal Council wants to ensure the continuation of this credit facility until the new framework credit for 2017–2020 comes into effect. For this reason it has submitted a dispatch to Parliament today requesting an increase in the current framework credit in the amount of CHF 84 million and a prolongation until the end of 2016.
