The German Chairmanship of the Organization for Security and Co-operation in Europe (OSCE) has appointed Flavien Schaller, a Swiss national, as head of the OSCE's civilian monitoring mission at the two Russian border crossing points of Donetsk and Gukovo.

Flavien Schaller succeeds Simon Eugster, a Swiss national who has headed the OSCE's civilian monitoring mission at the two Russian border crossing points of Donetsk and Gukovo since October 2015, and whose term will come to an end at the end of April. Switzerland is seconding Flavien Schaller to the OSCE to head the mission.

The observer mission at the two Russian border crossing points was launched on 24 July 2014 following a consensus decision by the 57 OSCE participating States. The main task of the mission, which comprises 19 people from various OSCE participating States, is to observe activities and movements across the Russian-Ukrainian border. The mission was established against the backdrop of the conflict in eastern Ukraine.
