The Federal Department of Foreign Affairs (FDFA) welcomes and supports the idea to place chemical weapons under international control as a means to implementing international humanitarian law and re-establishing the dialogue in order to find a just and negotiated solution to the conflict in Syria. The positive reactions to the recent Russian proposal, in particular from the United States, are encouraging. Switzerland reiterates its call to all parties to accept their responsibility to work towards a political solution and to protect the civilian population in conformity with the provisions of international humanitarian law.

The political and humanitarian situation in Syria and neighbouring countries is extremely worrying. Switzerland hopes that the United Nations Security Council will quickly find a common and effective international response to the tragedy in Syria. The only possible solution is a political solution.

Switzerland has worked in favour of political action though its support for the Geneva Declaration of 30 June 2012 which remains the only attempt to find a peaceful and negotiated solution to the conflict. Switzerland reiterates its view on the need to spare no effort to convene a new conference in Geneva, as wished and accepted by key Syrian and international actors.

Switzerland strongly condemns the serious violations of international humanitarian law, regardless of the perpetrator. The alleged use of chemical weapons is especially alarming. Establishing the facts must be a priority, and Switzerland has offered its technical and juridical knowhow in this field. It is important to prevent any further such violations and not to allow serious crimes to go unpunished, regardless of the alleged perpetrator. In June 2012, Switzerland took the initiative to ask for the Syrian case to be referred to the International Criminal Court. This request has the support of 57 states and lost none of its urgency.

Switzerland will continue to deploy its humanitarian capacities in Syria and neighbouring countries, which are experiencing a large inflow of refugees. In addition, Switzerland will continue to offer its good offices to contribute to a lasting peace, which will guarantee without discrimination the rights of all Syrians.
