On the initiative of Switzerland, which is chairing the Summit of La Francophonie, an informal meeting for the Ministers of Foreign Affairs and representatives of the 75 States and governments belonging to the International Organisation of La Francophonie (IOF) will be held on 20 September 2011 at UN headquarters in New York. This meeting will take place alongside the High-Level Segment of the UN General Assembly.

The ministerial meeting will be devoted to the major political transitions currently being experienced by several countries in the Francophonie area, particularly in Africa and the Arab world. Chaired by the President of the Swiss Confederation, Micheline Calmy-Rey, its purpose will be to identify fields of action to promote democratic transition and to provide coordinated support for the activities of the International Organisation of La Francophonie (OIF) in the areas of peace, democracy and human rights. 

This ministerial meeting will take place with the participation of high-level representatives of international and regional partner organisations of the IOF, including the UN, the Office of the UN High Commissioner for Human Rights, UNESCO, the African Union and the League of Arab States. 

The development of democracy and human rights in francophone countries in Africa and the Arab world currently in transition will be further monitored with a view to reviewing progress at the 27th session of the Ministerial Conference of La Francophonie, due to be held on 1 and 2 December 2011 in Paris, chaired by Switzerland.
