Based on a request of the Tajik Government, EBRD started to develop an integrated ap-proach to replicate this very successful project in secondary cities throughout the country. Based on the good cooperation in Khujand, EBRD has asked SECO to join the here proposed North Tajik Water Rehabilitation Project which comprises six municipalities in the North (Karaikkum, Kanibaidam, Isfara, Gaufurov, Taboshar, Chkalovsk) and one in the East (Kho-rog) and will reach approximately 240?000 inhabitants. |
Objectifs |
This project aims at (i) rehabilitating the water supply system in six participating cities in the North and in Khorogh (Pamir region)- (ii) supporting commercialisation of the individual water companies by improving billing and collection efficiency as well as financial and operational management- and (iii) supporting KMK, a state holding company and owner of all water companies, except Dushanbe and Khujand, in water sector development. |

The outcome of the Project will be that a large share of the population of the seven cities have improved water supply of water at affordable costs. The water companies operate the water supply system sustainably both in financial and operational terms and are able to con-tinue the rehabilitation of the water and wastewater system in close cooperation with the Government and international donors. Consumers conserve more water and have better hygienic conditions at household level and in schools. |
Résultats |
Principaux résultats attendus: The output of the Project will be a better functioning water supply system according to the standards specified. Necessary long term investments in the water and waste water systems are identified. The new tariff policy helps the water companies to recover their full costs (in-cluding depreciation, debt service, a contribution to capital expenditure) while protecting low income families from hardship. Public service contracts have been concluded between the participating cities and their respective water companies. KMK's governance in relation to the water companies is improved and a water sector development strategy, including future water sector regulation, has been developed. The water companies are being gradually transferred from KMK to city ownership or, alternatively, to newly created regional utility companies.
