Réduction de la pauvreté par la prévention des conflits et des catastrophes

Les conflits, la violence et les violations des droits de l’homme comptent parmi les principaux défis en matière de lutte contre la pauvreté et contre la fragilité au sens large. Les fragilités d’un Etat se caractérisent par l’incapacité du gouvernement de garantir la sécurité des citoyens et d’assurer les services publics de base ainsi que par l’absence d’une relation constructive entre celui-ci et la population.

Plus de 40 pays du monde, dans lesquels vivent environ 1,5 milliard de personnes, sont affectés par des situations de fragilité ou touchés par la violence ou un conflit. D’ici 2030, plus de 80% des pauvres de la planète pourraient vivre dans les contextes fragiles si aucune action plus concertée n’est entreprise dès aujourd’hui.

La fragilité constitue une menace majeure pour la réalisation de l’Agenda 2030 pour le développement durable. Pour lutter contre, il importe de rendre compte de toutes les nuances de la fragilité et élaborer des approches différenciées selon les contextes, tenant compte de l’ensemble du spectre des problématiques, y compris celles qui s’avèrent délicates et sensibles.

Action menée dans les contextes fragiles

La Suisse intensifie ses efforts dans le but de prévenir et gérer les conséquences de crises, catastrophes et de la fragilité. Son objectif: allouer la moitié de son aide bilatérale aux contextes affectés par des conflits ou des fragilités.

Le travail de la DDC dans les contextes fragiles

L’action de la Suisse s’inscrit dans la promotion de sociétés pacifiques, justes et inclusives. Elle s’engage directement à ne laisser personne de côté (Leave no-one behind).

Caractéristiques des contextes fragiles

Les Etats et les régions fragiles se caractérisent par des institutions faibles, par une pauvreté élevée, par la violence, la corruption et l’arbitraire qui y règnent. Les fragilités se révèlent tant dans le contexte de développement et de transition que de crise humanitaire.

Prévention des conflits et de toutes les formes de violences

La prévention des conflits violents a pour but d’éviter tout nouvel embrasement et d’empêcher la création de nouveaux foyers de violence. Elle ne consiste pas seulement à empêcher les crises mais également à en adresser les causes.

Climate & Socially Resilient Livelihoods’ Support (CSRLS)

The climatic challenges exacerbate Afghanistan's already fragile socio-economic condition. The project by the Afghan NGO, The Liaison Office, aims to sustainably improve lives and livelihoods of the poorest households in selected provinces by strengthening the natural resource base, climate change resilient and diversified livelihoods, relationships within and between communities, as well as joint climate action.


Human Rights Grants Program Single Phase

The Human Rights grants program will support local and international organizations working in Tajikistan on acute Human Rights issues. The program will provide cofunding opportunities to selected projects related to child rights, freedom of press, human rights in custody, prevention of gender-based violence and the rights of migrants/refugees. 


Central Asia Arts and Culture Programme 2.0. (CAACP 2.0.)

The objective of the Central Asia Arts and Culture Programme (CAACP) is to foster the further development of a vibrant and open art and culture scene that contributes to preserving freedom of expression and enhancing social cohesion in the region. The CAACP offers cultural institutions and artists opportunities to create a platform that enables people, including left-behind groups, to address issues affecting their lives and contribute to positive social change.


Myanmar - Strengthened self-reliance of displacement-affected communities in Shan, Rakhine and Kayah States (SSDC)

Myanmar’s prolonged civil war intensified by the military coup has displaced more than 1.8 million civilians and caused immense suffering. Local actors have been faster, more effective and generally better placed to respond to humanitarian and basic needs of displacement-affected communities. Switzerland will strengthen localization of aid by partnering with Meikswe, a multi-sectoral local NGO operating in the nexus, to increase protection and self-reliance of affected communities.


Myanmar - Joint Peace Fund (JPF)

The conflict in Myanmar is the world's longest ongoing civil war, having lasted more than seven decades. As there is no development without peace, Switzerland supports the Joint Peace Fund (JPF), a multi-donor fund, for joint action on the peace process launched in 2016. Following the military coup where levels of conflict have risen exponentially, the fund focuses on conflict transformation rather than peace and prepare stakeholders to engage in dialogue and negotiations.


Tchad - PADS, Appui aux districts sanitaires

Au Tchad, la faiblesse de la gouvernance du système de santé est une des causes de la situation sanitaire caractérisée par des indicateurs les plus faibles de l’Afrique subsaharienne. L’appui de la Suisse va contribuer à améliorer la qualité des prestations et l’offre des soins de santé dans les districts sanitaires des provinces du Batha et du Moyen Chari ainsi qu’au déploiement de la couverture santé universelle dans certaines provinces.


Réinsertion des détenu.e.s en Algérie

Le projet « Réinsertion des détenu.e.s en Algérie » contribue à la promotion de la réinsertion des détenu.e.s les plus vulnérables dans le tissu social algérien, dans un but déclaré de renforcer la cohésion sociale, une priorité pour le gouvernement. Le projet propose un accompagnement à la Direction Générale de l’Administration Pénitentiaire et de la Réinsertion (DGAPR) pour la modernisation et l’optimisation de la prise en charge et de la formation des détenu.e.s, dans le but de faciliter leur réinsertion sociale.


PAIE - Programme d’appui aux initiatives dans le secteur de l’élevage et à la cohésion sociale

La compétition autour de l’exploitation des ressources naturelles cause des tensions intercommunautaires, à risque d’être instrumentalisées par l’extrémisme violent. Le gouvernement du Bénin a initié des réformes pour améliorer la productivité liée à l’élevage et mieux gérer l’espace pastoral. Cette contribution au programme de promotion de l’élevage du GoB vise à renforcer la cohésion sociale par le renforcement des mécanismes de concertation, et à piloter un modèle de gestion spatiale pour une meilleure productivité et une mobilité pastorale réduite. 


Financial support to the Programme of Work and Budget of the OECD Development Assistance Committee 2023-2024

Switzerland’s support to the Development Assistance Committee (DAC) of the Organization for Economic Cooperation and Development (OECD) aims at maximizing the impact and effectiveness of international development cooperation towards achieving the Sustainable Development Goals in developing countries, ensuring that no one is left behind. Through knowledge sharing, joint learning and standards setting, the DAC contributes to enhance the coordination and coherence of international cooperation.


Program Contribution for Fondation Terre des hommes 2023-2024

The program of the Terre des hommes Foundation (TdhF) aims to sustainably reduce child mortality and morbidity and to secure access to health, sanitation and clean water for mothers and children (0-18 years) in severe poverty. Children in contexts of migration, conflict and disasters, and child victims of violence are better protected. International standards in child-friendly justice are promoted. Humanitarian interventions in fragile contexts, combined with poverty reduction and sustainable development are promoted through innovative work with children and youths.


Empowering vulnerable youth and women in fragile situation to foster community Resilience and cohesion through peaceful co-existence and promotion of livelihoods initiatives

01.01.2023 - 31.12.2025

The goal of the project is to foster conditions for peace and promote community resilience in the Equatorias region of South Sudan through a combination of activities aiming at (1) building and supporting a workforce of peacemakers, (2) providing trainings in conflict resolution, (3) fostering social cohesion and conflict prevention through locally held community dialogues, (4) promoting entrepreneurship and sustainable livelihoods, notably by supporting women- and youth-led small income generating businesses, and (5) promoting sports as a platform for fostering peace and social cohesion among the youth. This intervention is coherent with the humanitarian, peace and development nexus (triple nexus) and contributes to durable solutions for IDPs and returnees. 


Mine Clearance

01.01.2023 - 31.12.2025

Switzerland’s contribution to HALO Trust allows to clear 5.4 km2 of heavily mined land in the northwest provinces of Cambodia, benefitting 9,800 poor households by providing safe access to land and water sources. In its last phase, it supports the Cambodian government in achieving its goal to becoming a mine-free country by 2025. SDC coordinates with the Cambodia Mine Action and Victim Assistance Authority to monitor community land use and ownership after mine clearance.
