Human Rights Support Unit (HRSU)

Projekt abgeschlossen

The UNDP project “Justice and Human Rights in Afghanistan” (JHRA), of which SDC has been supporting the Human Rights Support Unit (HRSU) since 2009, expands its outreach in the area of rule of law during its second phase applying a comprehensive human rights based approach. It continues to build up the capacity of duty bearers but focuses more on civil society and linkages with the Afghan Government. SDC supports public participation and legal awareness in addition to HRSU.

Das Projekt in Kürze
Hintergrund

Although Human Rights are anchored in the Afghan legal and development framework, the human rights situation in the country remains bleak. Lack of awareness of human rights, misinterpretation of the international conventions and lack of establishment of the rule of law are the major reasons. The JHRA Project, implemented by UNDP and the Ministry of Justice (MoJ), started in 2009. As part of this project SDC has supported the establishment and consolidation of the HRSU. Prior to the end of the SDC phase in 2014, JHRA enters its second phase with a more comprehensive approach to address both right holders and duty bearers and the linkages between them. While SDC continues its support to HRSU, it can now upscale its engagement in the justice sector with an additional contribution for JHRA earmarked for public participation and legal awareness. The duration of the additional support lasts until the end of SDC phase to the main credit in November 2014.
Ziele

Afghan men and women in target areas have increased trust in State justice and citizen security institutions (state institutions such as the Supreme Court, the Attorney General Office AGO), the MoJ; independent institutions such as the Afghanistan Human Rights Commission (AIHRC); semi-state institutions such as Peace Councils Provincial Councils).

    Mittelfristige Wirkungen

    Public participation processes and knowledge base for improving access to justice and human rights compliance established. (UNDP component/output 3) Through processes of public participation (research, discussion fora, round tables, and seminars the perception and knowledge of the communities on the lack of protection of their economic rights and on community dispute resolutions is generated to inform future programming and provide for channels of lobbying to influence the policy making. In addition, the knowledge base will set up clear baselines for future monitoring in the Justice sector.
    Resultate

    Resultate von früheren Phasen:  

  • HRSU in MoJ institutionalized and functioning and capacity of the staff in human rights and gender built up.
  • The HRSU reviewed the compatibility of the domestic law with three international conventions
  • An action plan based on treaty bodies' recommendations introduced and approved by government, in close coordination with Legislative Drafting Department for drafting /amending laws in conformity with Afghanistan treaty obligations and provides technical support to the ministries in mainstreaming human rights and gender in their program activities.
  • Ministry of Justice Translation Unit operational and its professional capacity enhanced.
  • Capacity of district level justice actors to deliver justice is strengthened (infrastructure improved and justice sector officials in three provinces have suitable facilities and equipment to work effectively delivering justice).
