OIM: Assisted Voluntary Return and Reintegration for Sub-Sahara Migrants (AVRR)
Due to reinforced security controls at European boarders, an increasing number of irregular migrants remain blocked in Morocco. Despite some improvement since the announcement of the new migration policy, abuse of migrants still persists. Stranded migrants live in very precarious conditions and as a result many of them wish to leave Morocco and return to their home-countries. This project responds to a humanitarian need and offers stranded, irregular migrants the possibility to return and to be reintegrated into their countries of origin.

Hintergrund |
Morocco, historically viewed as a country of emigration, has in recent years become a country of transit and destination for irregular migrants, mostly of Sub-Sahara origin, whose ultimate destination is Europe. It is estimated that there are currently 10’000 to 40’000 irregular Sub-Sahara migrants in Morocco. Morocco is signatory to the main international agreements and conventions related to migration issues, but lacks adequate protection mechanisms. Since 2012 Morocco has followed an increasing security approach to encounter the complex mixed migration challenges, often at the expense of human rights. In September 2013, King Mohammed VI announced a new comprehensive migration policy in accordance with international law, following the recommendation of the National Council for Human Rights (CNDH). Despite some improvement in the treatment of migrants since September 2013, abuses still persist and Morocco has not yet materialized its commitment to promote a culture of human rights. Stranded migrants in Morocco do not have adequate access to basic services and live in very vulnerable conditions. As a result of their desperate situation, many wish to return to their countries of origin. IOM is the only organization in Morocco that offers assisted voluntary return and reintegration (AVRR) services in countries of origin. |
