HEKS programme contribution South and Humanitarian Aid 2015 - 2016
By strengthening the structures of civil society, HEKS enables the pursuit of access to land and resources, the building of sustainable value chains (production, processing, marketing and knowledge transfer) as well as peaceful coexistence. HEKS is thus making a contribution to greater equality and prosperity for rural communities.

- Around 70% of the poors in the world live in rural areas.

- Fragility due to inadequate state structures, lack of political will and the absence of civil society institutions and regulatory systems.

- Complex dynamics cause deprivation, hunger, poverty and violence.
- Short-term pressure for success vs. long-term processes.
- supports access to resources and the necessary means of production;
- stimulates and supports the development of value chains;
- works towards the integration of marginalized groups and minorities;
- supports prevention of crises, conflicts, disasters and emergency relief in case of disasters;
- integrates emergency relief and reconstruction into existing development projects;
- establishes a culture of mutual learning and fosters knowledge sharing in networks.
- Added value through advocacy of a human rights based approach in the frame of “classical” development projects and promoting enabling environment for civil society through capacity building and innovative projects.
- Learning through capacity building, networking and continental meetings of HEKS does help to have more effective projects and ensure the implementation of the HIP. HEKS is on the path to become a “learning organisation” (also fostered by the new PCM). Important is the learning through implementing mandates with positive impacts/new dynamics on our offices, partner organisations and also other HEKS country offices boosting effectiveness of HEKS’ regular projects. (e.g. Georgia M4P or water consortium).
- Programmatic and organisational orientation pursuant to International Programme proofed so far to be effective and applying the holistic approach led to successes in various countries – e.g. access to land in Niger (code rural) or India (9000 ha land for 43’000 people).
- Combining HEKS thematic priority access to land with the ability of our target groups to develop a full income-generating value chain proofed according to many feedbacks from projects to be crucial for a sustainable development of rural communities. Therefore HEKS will reinforce its activities to cover this need through its holistic approach.
- Working in fragile and conflict-affected contexts becomes a core competence of HEKS – also through our cooperation with ACT and through thematic studies/conference and innovative specific projects. The holistic approach (DevRC&CT&HRBA) does foster project successes. Even though political changes in Russia towards a more repressive state does influence “HEKS countries” such Georgia, Moldova, Azerbaijan. The new Gaza war paralyzed our programme, there is a need of reorientation. The South Sudan crises start to have its impact on HEKS programme. In Honduras HEKS reacts on the repressive state with capacity building on HRBA/peace building and links with other iNGOs and embassies (also addressing it in the AG Enabling Environment).
