Program contribution to Fondation Hirondelle, 2023-2024
Fondation Hirondelle was established in 1995. It provides impartial and independent information to populations affected by conflict, crisis, disaster or situations where the right to information is violated. With its international program focused on Africa, Asia and Europe, it develops media solutions responding to specific needs of people and builds capacities of media-system actors operating mainly in fragile contexts.

Hintergrund | Fondation Hirondelle operates in fragile and protracted crisis contexts, marked by state failure, inter and intra-community tensions and an unfavourable socio-economic situation. These are particularly central Africa and the Sahel, as well as Ukraine and Myanmar. The important role of media and information for functioning democracies is globally recognized. In Central African Republic, an impact study indicates that 49% of respondents find it difficult to distinguish truth from falsehood, and that misinformation is a real threat to the country (42%). The media sector in countries where Fondation Hirondelle works is weak and contested, while conditions for civic participation are unfavourable with tendencies of shrinking civic space increasing. In addition to the direct threats against journalists, governments often engage in cutting off internet and mobile phone access to prevent the circulation of information. The war in Ukraine increases the existing Covid-19 pandemic socioeconomic challenges, with inflation and geopolitical tensions threatening the most vulnerable and fostering waves of disinformation. |
Ziele | In situations of crisis and transition, individuals, especially women and the most marginalized, are better informed and enabled to participate in civic life thanks to responsible public interest media. |
