Supporting Durable Solutions in Sudan: Multi-Year Capacity to Operationalise Solutions


The Durable Solutions (DS) Unit will be established to support collective approaches to DS in Sudan, serving as a shared resource for all stakeholders at both national and regional levels. Operating under the strategic guidance of the Resident Coordinator/ Humanitarian Coordinator (RC/ HC), the DS Unit aims to provide a more structured and effective response to the needs of the affected populations. This initiative aligns with the UN Secretary-General’s Action Agenda and the recommendations from Professor Kaelin’s report. Its primary objective is to systematize and enhance the coordination, advisory, and information-sharing functions led by the RC/HC and the Durable Solutions Working Group.

Contexto Sudan faces the world’s largest internal displacement crisis due to the ongoing armed conflict, that erupted in April 2023. By October 2024, the number of internally displaced persons (IDPs) had risen to 11m, including more than 7.7m newly displaced individuals since the conflict’s onset. This is in addition to the 3.8m people already displaced prior to April 2023, making up 15% of the global internally displaced population. Sudan also hosts close to 875k refugees and asylum seekers, with close to 10 k people seeking international protection within the country since January 2024. Meanwhile, over 3.1m individuals have fled to neighbouring countries. Among IDPs, (67%) are staying with host communities, while 9% have temporary rental accommodations. However, many displaced individuals remain “invisible” to humanitarian data collection, as they avoid formal IDP gathering sites, despite still requiring urgent assistance. The ongoing conflict has devastated Sudan’s economy, driving up prices of food, fuel, and other essentials to unaffordable levels for many households and deeply disrupting the country’s social fabric. During September and October 2024, primary needs among IDPs were: food (84%), healthcare (78%), non-food items (77%), livelihoods and income (77%), and water (67%). As the crisis continues, it is crucial to bridge immediate short-term relief with preparedness, anticipatory action, and Durable Solutions, without which humanitarian interventions risk remaining reactive rather than achieving transformative, sustainable outcomes.
Objetivos National and international solutions actors develop policies and implement programmes that will assist IDPs, returning Sudanese refugees, nomads and host communities achieve better socio-economic inclusiveness and become more self-reliant.

Efectos a medio plazo Outcome 1: Policies and principles of durable solutions are utilized by relevant humanitarian, development, peacebuilding, and government actors/ de facto authorities and mainstreamed into both national and state-level strategies and operational programming; Outcome  2: Enhanced solutions coordination structures - Inclusive durable solutions coordination structures at national and state levels are functional and effective; Outcome 3: Joint area-based solutions-focused programmes are identified, implemented, and scaled up at the locality/ state level; Outcome  4: Improved durable solutions specific data collection and joint evidence base is used to inform joint durable solutions planning and programming.

Resultados previstos:   Output  1.1: State-level solutions strategies developed by local government; Output 1.2: Key documents for humanitarian and development work in Sudan have durable solutions mainstreamed and key durable solutions indicators are integrated; Output  2.1: National and state-level DSWGs have developed and implemented an action plan to promote durable solutions; Output 2.2: State-DSWG are established and functional in all targeted states; Output 2.3: INGOs have been integrated into state-level DSWG’s; Output  3.1: Locality-level durable solutions analysis is completed in selected localities; Output 3.2: Locality-level durable solutions action plans are jointly developed and implemented; Output 4.1: Agreed-upon core list of durable solutions indicators to monitor progress towards durable solutions is developed; Output 4.2: User-friendly platform is established where durable solutions can be accessed to monitor progress by durable solutions actors including integration with the national government system at the Central Bureau of Statistics and agency-run platforms including DTM; Output 4.3: Capacity of durable solutions actors is strengthened to ensure collective utilization of durable solutions frameworks.

Coordinación con otros proyectos y actores In line with EP 7F-11032, SDC, in partnership with Sida, is supporting the project Building Resilience and Working Towards  Durable Solutions  in Darfur. This initiative will complement the efforts of the DS Unit, and is being implemented through a Durable Solution Consortium, led by DRC, with other consortium members including Save the Children International (SCI) and Mercy Corps (MC). Additionally, the DS Unit will coordinate with the Durable Solution Working Group (DSWG), operating under the overall leadership of the Humanitarian Country Team/ UN Country Team (HCT/ UNCT) and co-chaired by UNHCR, UNDP, and DRC. Collaboration will also extend to IGAD, INGOs and NNGOs, the Joint IDP Profiling Service (JIPS), and the Internal Displacement Solutions Fund (IDSF).
