Strengthened and Informative Migration Systems (SIMS) Phase II


Switzerland is interested in ensuring that international migration is regular, secure, respects human dignity and the rights of migrants. The project will institutionalise well tested awareness mechanisms on the perils of irregular migration and enhance further public and private capacities to deliver services to potential migrants. The intervention contributes to Switzerland’s dialogue on safe, orderly and regular migration at national and global levels.

Contexto The number of Bangladeshis migrating through official channels and in a documented manner has increased steadily over the recent years. In 2023, 1.3 million migrant workers have departed through official channels. During COVID-19, when regular migration became nearly impossible, irregular migration and migrant smuggling increased, and with this the risk of abuse, exploitation, and trafficking. Unfortunately, this trend has continued and smuggling/trafficking syndicates have adapted to the post-pandemic context and changed their targeting strategy to use different routes for trafficking and smuggling. Since international migration is a pivotal aspect of Bangladeshi society, this topic has become an area of priority focus for the Government of Bangladesh as it relates to both its current and future development and aim to increase migration-related benefits and reduce risks. The Government of Bangladesh has prioritised the establishment of normative and institutional frameworks to govern this area and provide services to migrant workers at all stages of the migration cycle. However, implementation of strategies remains inadequate, even though effective policies exist in many cases.
Objetivos The goal of the project is to improve the well-being of migrants, particularly marginalised men and women, through safer migration practices and strengthened service delivery from both public and private actors.
Grupos destinarios
  • 60'000 potential migrant workers receive pre-employment orientations and 4'000 migrant workers undertake trainings for upskilling.
  • 2'775 local government representatives trained to provide legal and information services.
  • 800 left behind migrant family members receive remittance management training.

The project will operate in three districts from Phase 1 (Cumilla, Chattogram and Narshingdi) and expand to two new districts in Phase 2 (Cox's Bazaar and Chandpur).

Efectos a medio plazo

Outcome 1: Men and women migrant workers have access to information and improved services which increase the benefits and minimise the risks of migration.

Outcome 2: Migrant workers, especially women migrant workers, have access to strengthened grievance/ complaint mechanisms.

Resultados

Resultados previstos:  

Output 1.1: Aspiring men and women migrant workers access safe migration information to make informed decisions.

Output 1.2: System actors (like training centres and local community leaders) are supporting men and women migrant workers to access safe migration information and services and make informed decision.

Output 2.1: Migrant workers, especially women, access effective legal services to address their grievances.


Resultados de las fases anteriores:  

  • Pre-decision making orientation of migrant workers ensures that workers take more time to verify the visa and contract prior to departure so that they are not exploited.
  • More than 35% women migrant workers who received information of skills development, undertook trainings prior to their departure.
  • Managing remittances requires a holistic approach (including supply-side measures) to encourage savings/ investment options for families of migrant workers.
  • Demand for legal services by migrant workers is very low, due to sub-standard provision of services and eroding trust in the legal system.
