Setting Standards in technical vocational education and training (TVET) in the Gaza Strip

While unemployment in the Gaza strip is a major challenge, especially for young women and men, there is a clearly identified need for skilled workers. SDC support focuses on enhancing the capacities of governmental TVET (technical vocational education and training) institutions to provide quality education that meets the market labour demand. The project will work towards the adoption and implementation of the national Palestinian TVET strategy in Gaza and will engage with all sectors’ stakeholders.

Contexto

The unemployment rate is a major challenge in Gaza (30%), and young women and men are particularly hit. The main reason is the weak economy that can to a large extent be attributed to the blockage and the occupation practices. However, there are also internal factors, including the weak responsiveness of the education system to the labor market demand. The Technical Vocation Education and Training (TVET) system in Gaza is highly fragmented and most governmental institutions lack the proper infrastructure and capacities to at least maintain a certain standard in TVET provision.

Objetivos

The employability of young women and men in the Gaza Strip is enhanced through an improved and unifed TVET system with public TVET centers providing students with labour market relevant skills and employment services.

Efectos a medio plazo
  • The Palestinian national TVET/Labor Market (LM) strategies are adopted and implemented in Gaza.
  • The capacity of public TVET institutions is revitalized in terms of improved facilities and human resources are enabled to deliver employment-oriented training in selected professions.
  • Vocational training in selected professions is delivered according to national standards, and successful trainees are employed.
Resultados

Resultados previstos:  

  • Gazan TVET board with relevant stakeholders established and functional.
  • National TVET/LM strategies adopted.
  • Curricula’s in selected professions unified and up to date.
  • Capacities of teachers to apply up to date teaching methodologies and to deliver good quality vocational education enhanced.
  • Labour market support services established (e.g. labour market information system, career counselling).
