Horn of Africa: Framework for Risk Governance and Adaptive Programming (FRAP)
The Horn of Africa is a hyper-fragile context with high security and fiduciary risks. This framework strengthens Switzerland’s fitness to operate remotely in hard-to-access contexts through a innovative monitoring and accountability tool. It supports capacity strengthening of local partners. The framework enables adaptive programming and effectiveness of the portfolio. It strengthens Somalia’s statistical system to improve data gathering and to monitor the implementation of the Agenda 2030.

Contexto | The Horn of Africa, especially Somalia, has been among the most fragile context in the world for the past 30 years. The presence of non-state actors and frequent inter-clan conflicts severely limit first-hand monitoring and lead to over-reliance on implementing partners’ reporting. This is exacerbated by high fiduciary risks in a region considered among the most corrupt in the world and a history of massive fund diversion. Due to these risks, a majority of Swiss funds are contributed to multilateral organizations who ensure risk management but themselves have a limited footprint on the ground, leading to significant costs. A root cause for the fragility of the Somali context is the systemic marginalization of minority clans and intersectional discrimination linked to gender and people with disabilities. Accountablity to the most left-behind groups is therefore important. |
Objetivos | The overall goal of the programme is to increase benefits for most vulnerable people and to improve the performance of the Swiss Horn of Africa programs that will contribute to stability, poverty reduction and increased wellbeing in the region. |

Feedback report from and to affected population. 4. Credible, reliable and high-quality safety information provided. 5. Credible, reliable context and driver mapping information provided. 6. Spot audit reports and detection of irregularities. 7. Local partner risk assessment reports and risk mitigation measures in place. 8. United Nations Multi-Partner Trust Fund projects are risk-assessed. 9. Partners trained on financial/administrative reporting, methodologies and sustainability. 10. NGOs are supported in their own preparedness, security and crisis management capacity. 11. Somalia National Bureau of Statistics trained on how to measure / monitor National Development Plan / Sustainable Development Goal indicators. 12. Enhancing of Governance and National Disability Statistics Resultados de las fases anteriores: - The International Non-governmental organisations Safety Organisation (INSO) has established thousands of incident and security reports and supported Non-Governmental Organisations (NGOs) through hundreds of individual safety trainings, regular safety and securits checks of their facilities and review of their security policies. 250 NGOs that are INSO members in Somalia and Kenya are satisfied with the services. - Minority Inclusion Audit of Minority Rights Group International led already to (a) inclusion of marginalised communities in the Humanitarian Response Plan, (b) invitation to one minority clan representative in Food Security Cluster, (c) roundtables on inclusive humanitarian and development responses. - The Minority Inclusion Audit Report and the Political Economy of aid Data Procurement and Analysis in Somalia Report will be disseminated in spring 2021. |

Coordination with other donors, particularly through the Donor Third-Party Monitoring Group and the Risk Management Group. Synergies with SDCs support to FAO, UNFPA, World Bank, Somalia NGO Consortium, Somalia Humanitarian Fund, Joint Durable Solutions Programme Saameynta as well as think tanks. The framework should assist all projects implemented in Somalia. |
