ETH IOM Phase II Durable Solutions 2022-2026

Through enhanced community-based planning and a whole-of-society approach, Switzerland aims to contribute to the protection, socio-economic recovery, and peaceful co-existence of Displacement Affected Communities (DACs) in the Somali Region (SR). Three UN agencies will collaborate on the implementation. This project supports the new SR Durable Solutions (DS) Strategy and is consistent with the Government of Ethiopia's Strategic Plan to Address Internal Displacement.

Contesto Ethiopia hosts one of the highest numbers of Internally Displaced Persons (IDPs) globally, with 5.1 million in 2022. The SR has been hosting IDPs from within and outside the region for many years. In 2022, a total of 932,568 IDPs were identified at 457 sites. Drought, floods, conflict, and violence are identified as the main displacement causes. Ethiopia is facing one of the worst droughts of the past decade, which is affecting about 8.1 million people living in the lowlands of the country. Due to the ongoing drought, IDPs in the SR who are mostly living in a protracted displacement situation are particularly affected, and about 1 million livestock have died in the region already. East and West Hararghe are among the drought-affected zones of the Oromia Region, and, moreover, these are woredas still experiencing challenges due to the conflict-induced displacements of 2017/18. Through SDC and its partners’ technical support, the SR Government was able to launch a new DS Strategy. The first of its kind in Ethiopia, the Strategy provides a framework that seeks to solve the widespread displacement of people.
Obiettivi The overall goal is to contribute to DS through improved conditions for sustainable socio-economic recovery and peaceful coexistence of DACs, with particular attention to the most vulnerable groups, and strengthened local government capacity in responding to the needs of internal displacement.
