Ukraine, Global Clearance Solutions GCS mechanical demining assets, training and mentoring for State Emergency Services Ukraine SESU
This project with the State Emergency Service of Ukraine (SESU) and Global Clearance Solutions (GCS) seeks to strengthen the mechanical demining capacities and capabilities of SESU to enable them to carry out qualitative humanitarian demining. These needs shall be met by delivering a comprehensive package consisting of the donation of three mechanical demining machines GCS-200 and the delivery of expansive training, mentoring and logistics services.

- At least 3 teams trained in mechanical mine clearance operations and operational after 12 and after 24 months with significantly enhanced skills in humanitarian operations
- Suspected and/or confirmed hazardous areas released with contribution of the provided equipment with improved efficiency, effectiveness and safety, specifying the level of processing (cancelled land, reduced land, cleared land) and methodology used
- Summary on the estimated number of beneficiaries (disaggregated for age and gender) – where possible distinguishing between direct beneficiaries (land owners and/or users) and indirect beneficiaries
- Summary on items of explosive ordnance that were destroyed by the provided machines and items of explosive ordnance that were removed and/or destroyed by subsequent clearance assets within the same hazardous areas
- Summary on internal and external quality management activities, indicating any encountered difficulties in terms of clearance requirements and the suitability of the mechanical assets

| Contesto | A quarter of Ukraine’s territory (144’000 km2) is suspected of mine and other remnants of war contamination, exposing 15% of the civilian populations to the threats of mines and explosive remnants of war (ERW) if areas are not decontaminated and impeding agriculture production for both inland consumption and export. Humanitarian demining is set as an absolute priority by the government of Ukraine and a pre-condition for economic recovery and the return of displaced people to their homes. SESU has a key role in providing emergency clearance in populated areas and around critical infrastructure, and are often the first responders. SESU’s skills in International Mine Action Standards (IMAS) are in development and require support to reach the expected level to address this historic contamination situation. |
| Obiettivi | In line with Strategic Outcome 1 of the 2024 Ukraine Humanitarian Needs and Response Plan (HNRP), the Overall Objective is to provide principled and timely multisectoral lifesaving assistance to internally displaced people, non-displaced war affected people and returnees, ensuring their safety and dignity. The Specific Objective is to reduce the threat from mines and explosive remnants of war (ERW) by strengthening the capacities and capabilities of SESU in the sector of mechanical demining and in mine action standards. |
| Gruppi target | The Humanitarian Needs and Response Plan (HNRP) has identified that 6,7 Mio people in Ukraine are in need of humanitarian mine action assistance. Three subgroups are targeted: IDPs, returnees and residents who remained despite combats in their area. Explosive ordnance (EO) emergency clearance benefits to all the population in a given area. |
| Effetti a medio termine |
Outcome 1: The capacities of SESU in the sector of mechanical mine clearance are significantly enhanced. Outcome 2: The skills and compliance with mine action standards of SESU’s mechanical demining teams are significantly improved in terms of training, mentoring and quality assurance, resulting in an accelerated, more efficient and effective release of suspected and/or confirmed hazardous areas. Outcome 3: The operations of three teams using GCS-200 demining machines are sustainable and efficient through proper logistics and repair services. |

Risultati principali attesi: Risultati fasi precedenti: In fall 2023, a mechanical deming machine funded by the Swiss Federal Department of Defence, Civil Protection and Sport DDPS was donated to SESU, which has been successfully in use since. However, it became clear that an expansion of this project shall not only entail the donation of hardware, but also a comprehensive training and mentoring package as well as a service package to guarantee a sustainable use of the demining assets as well as improving the capabilities of the SESU teams. |

| Coordinamento con altri progetti e attori | Around 30 INGOs and national NGOs have been accredited for mine action and work in parallel to SESU and other national operators. Since 2022, more than 40 GCS machines have been procured by different donors to Ukraine to various actors, such as INGOs and to SESU. GCS machines are well-known and in high demand. |
