WHO, EMTCC Sudan response 2024


Following a call for international assistance by the MoH Sudan in May 2024 due to escalating healthcare needs, the Emergency Medical Teams Coordination Cell (EMTCC) in Sudan was activated in July 2024. The EMTCC, hosted by the WHO, addresses critical gaps in Sudan's health response by overseeing the deployment and coordination of Emergency Medical Teams (EMTs) across the country. The core purpose of an EMT Coordination Cell is to ensure that the overall response of EMTs (both National and International) best meet the excess healthcare needs that are a result of the emergency.

Contesto The Sudanese conflict has severely impacted access to WASH and health services, with over 70% of health facilities in conflict areas non-operational and two-thirds of the population lacking essential healthcare. A cholera outbreak has spread nationwide, and there is a growing need for protection and medical services, including mental health support, for survivors of sexual and gender-based violence.
Obiettivi The Emergency Medical Teams Coordination Cell facilitates the efficient deployment of EMTs, builds local capacity, and contributes to a Sudanese health system that is capable of addressing urgent needs during crises.

Sudanese MoH services and EMTs who will benefit from improved coordination and support.

This will indirectly improve health response for vulnerable populations in Sudan who urgently require emergency health and medical interventions from international and local EMTs to respond to needs in the following areas:

  • Physical trauma and injury due to war,
  • MHPSS,
  • GBV,
  • disease outbreaks,
  • emergency nutrition.
Effetti a medio termine

Overall Objective: Equip the EMTCC with essential resources to support effective day-to-day operations

1. Ensure that the EMTCC at all three levels is staffed with skilled personnel to manage coordination, technical support, and operational planning.

2. Enhance Sudan’s local emergency response capabilities through a National EMT Workshop, promoting skills development, knowledge sharing, and strategic planning.

3. Support the operation of WHO EMT principally in Port Sudan, but also with costs incurred in Cairo and Geneva.

Risultati

Risultati principali attesi:  

  1. EMTCC coordinators, technical experts, and consultants are in place to provide essential expertise and maintain seamless operations across Port Sudan, Cairo, and Geneva.
  2. Sudanese MoH EMTs receive comprehensive training to strengthen Sudan's emergency preparedness and response capabilities. EMTCC can finance logistics, travel, venue rental, materials, and facilitator fees of trainings and a workshop in Port Sudan.
  3. Operational costs for office space, local transport, communications and materials for the team in Port Sudan are paid by the EMTCC. Some of the costs for the Sudan response incurred with WHO in Cairo and Geneva will also be covered.


Risultati fasi precedenti:   A 6 week secondment by SHA EG Health medical professional reported needs for operational funding to support the EMTCC in Sudan and EMTCC support services based in Cairo and Geneva.

Coordinamento con altri progetti e attori The Ministry of Health Sudan and organisations coordinated by the EMTCC i.e. UK-Med, CADUS, SAPA, Save the Children, NYC Medics, HI, Med Global, RI, Samaritans Purse, The Ethiopian National EMT and Malteser. ICRC and MSFs are not part of the EMT system, but there is close collaboration (eg with MSF-Holland shared space in a hospital and division of tasks)
