Support to Aid Management and Coordination in Somalia
The project will support capacity development of the Federal Government of Somalia (FGS) in the fields of Aid Coordination and Aid Effectiveness. This will contribute to the international community’s commitment to support the implementation of the New Partnership for Somalia (NPS) and National Development Plan (NDP) through strengthening national capacities for effective aid management and coordination.

- Some of the lessons learned include the importance of having a clear division of labour between the Ministry of Planning and the Aid Coordination Unit (ACU)
- Secondly, having in place funding forecast and planning to manage the coordination mechanism more effectively and promoting leaner structure.
- Demand for a more inclusive, better funded sub-federal engagement that will give a greater role to Federal Member States and CSOs
- Aid Architecture needs to be fine-tuned and improved.
- To progressively shift towards more strategic decision-making focused on major policy issues.
- ACU to maintain an overview of the overall programme pipeline and high-level funding decisions

Contesto | The formation of the new Somali Government in 2012 bought a new window of opportunity to end conflict and rebuild the state. Since the collapse of the state, this was the first concerted international consensus on a long-term state-building, peace and development agenda. It was this common undertaking that translated into the New Deal Compact for Somalia, which was signed in 2013. This engagement entailed the formation of an aid architecture to coordinate development aid. While progress was made during 2017 to strengthen the overall architecture and operate the system, early 2018, it transpired that the aid architecture was still dysfunctional and lacked strategic discourse. A new aid architecture is foreseen in the context of the new National Development Plan and should be developed in the coming 12 months. |
