Support to Strengthening Governance and Policy Dialogue in Health Sector in Moldova

Progetto concluso

To advance the Moldova health sector reform agenda, a strong stewardship/governance is needed, which requires adequate capacities to carry out this function effectively. The project is a joint effort of SDC –WHO, which will support the elaboration of a research agenda, conducting policy studies, updating regulations, participatory development of a performance monitoring system, institutional capacity building and mapping the health sector investment. The proposed intervention contributes to setting a favourable environment for health reforms and provides opportunities for sustainable implementation of SDC health portfolio projects.

Contesto

The Moldova health sector is undergoing deep reforms aimed at improving the population health status through ensuring the accessible and affordable qualitative health services. The pace of reforms varies and is not as rapid as expected due to political, financial and institutional reasons. Nevertheless, progress has been achieved in stabilizing the health care financing and in improving the access to basic health services through the introduction of a mandatory (social) health insurance and developing primary health care based on family medicine. These resulted in better main health indicators.

Obiettivi

To contribute to the improved health status, financial risk protection and patients’ satisfaction, in particular of the rural poor and vulnerable groups, through a better stewardship / governance and management of the health system.

Gruppi target

The direct beneficiaries are the health authorities and policy makers at all levels, including the national health insurance company, and the civil society organizations. The indirect and end beneficiaries are public health specialists, health managers, staff and health service users and the general population.

Effetti a medio termine

Policy measures are based on sound evidence and analysis, informed policy dialogue and are accompanied by realistic strategic plans. The implementation of health-related policies is improved and accelerated through better management supported by performance monitoring and evaluation.

Risultati

Risultati fasi precedenti:  

Joint annual review of performance and quarterly coordination council meetings, which are important elements of policy dialog platforms, are already put in place. In addition, sector wide policies and strategies have been developed. An efficient partnership SCO-WHO country office in Moldova has been established in Mental Health, Youth Friendly Health Services and more recently in the e-Strategy development. The high expertise and management capacity in performing policy interventions is available, based on local WHO team and the involved external consultants.
