Swiss Skills for Competitiveness (SS4C) Program
The program aims at strengthening the competitiveness of the Indonesian private sector by improving the skills of Indonesia’s workforce to match industry needs. It builds capacities of public and private vocational education and training service providers and fosters collaboration among those actors to create a more effective ecosystem.

The Indonesian economy stands on a strong foothold but low productivity growth is jeopardizing future economic gains. The country’s economy has a strong fundament with a comparably high level of social stability, a strong domestic demand for goods and services, and increasing foreign reserves. However, the country still faces major headwinds for private sector growth, especially for Small- and Medium-sized Enterprises (SMEs), which count for more than 95% of Indonesia’s employment. A particular concern is the lack of a skilled workforce resulting in a mismatch between supply and demand for skilled workers. |
Obiettivi |
The Swiss Skills for Competitiveness Program aims at addressing persistent shortcomings in Indonesia’s Vocational Education and Training (VET) system and fostering graduates’ skills to increasingly match industry needs. A better skilled workforce will eventually help the Indonesian private sector to become more competitive on the global market and create more and better jobs. The program is implemented in the tourism sector and selected industries such as metal or manufactoring. |

Risultati principali attesi: Output 1.1: Ministerial agencies are trained and equipped with relevant tools to provide improved dual VET services to polytechnics Output 1.2: Centres of Excellence (CoE) polytechnics' management and staff is trained to provide improved dual VET services to other polytechnics Output 1.3: Polytechnics are enabled to better integrate dual VET into their core business Output 2.1: Sector associations and chambers of commerce are enabled to provide dual VET services to their members Output 2.2: Private service providers and lead companies are trained to better promote dual VET elements and services Output 3.1: Collaboration among Indonesian dual VET actors and/or between Swiss institutions and national level policy makers is enhanced Output 3.2: Collaboration among key dual VET actors at sub-national level and support the local ecosystem are enhanced Risultati fasi precedenti: Key main results achieved under the Skills for Competitiveness (S4C) and Sustainable Tourism Education Devlopment (STED) project: S4C - 4 polys under the mandate of the Ministry of Industry and 1 poly under the mandate of the Ministry of Education have been established - So far, 1047 students successfully graduated from the 5 polys - 66% of the graduates are employed by the industry for a full-time job, and 5% are part-time employed - 471 companies participated in project activities, such as curriculum development or provision of interships - 5 policy recommendations have been adopted by the Ministry of Industry leading to an improved VET system in industrial sectors STED: - So far, 948 students successfully graduated from the Lombok Tourism polytechnic - 65% of graduates have been employed or self-employed within the industry within 3 months after graduation - 18 industry representatives from hotels in Lombok and Bali were trained as in-company trainers |
