Background

In the third year of the war, Ukraine faces severe challenges to its economic stability, demographics, and social welfare, necessitating urgent innovative strategies to cope with these conditions. Further intensification of reforms, also required for the EU accession, becomes a critical precondition for a continued resilience of the state, its ongoing recovery and further development.

Digitalization has proved to be a key amplifier of Ukraine’s reform process, as well as an effective tool for provision of inclusive and accessible public services. Over 20 million Ukrainians use Diia, benefitting from over 130 online public services. During the acute crisis, digital documents and services secured for millions of refugees and IDPs an access to state services provided in a human-centric manner. This became possible due to a profound digital transformation of the government administration under the lead of the Ministry of Digital Transformation supported by international partners, notably by Switzerland through its Program “E-Governance for Accountability and Participation” (EGAP).

Target Due to the digital transformation, citizens, including vulnerable groups and IDPs, and businesses get access to corruption-free public services and are engaged in shaping resilient communities.
