The UN Multi-Donor Trust Fund for Peacebuilding (MPTF) was created in 2016 to support implementation of the peace agreement between the government of Colombia and the former mayor rebel group (FARC-EP guerrilla). The agreement comprises measures to im-prove the lives of people in the most affected territories, to provide reparation to victims, reintegrate demobilized combatants and address the root causes of conflict. As of 2025, the implementation of Colombia's Territorially Focused Development Plans (PDETs) in municipalities most affected by the armed conflict faces several significant challenges. These obstacles hinder the achievement of the comprehensive rural reform envisioned in the 2016 Peace Agreement due to the following shortcomings:

1. Weak state presence
2. Bureaucratic and institutional challenges
3. Limited community participation
4. Environmental and land use pressures
5. Human Rights and security of former combatants and social leaders

• Creation of a restorative sanctions system.
• Continued support to the National Search System for missing persons.

Reintegration

• Self-managed housing solutions for former combatants.
• Economic empowerment of women former combatants and ethnic leaders.

• Promotion of peace culture through arts and sports.
• Institutional alignment with new peace policy frameworks.

Peace Beyond the Agreement

• Technical support for negotiations with other armed groups.
• Territorial transformation, child disengagement, and fast-track implementation tools.

Principaux résultats antérieurs:   Since 2016 the MPTF has proven to be an effective instrument for projects catalysing the peace process. It has reached 600’000 families in 170 municipalities most affected by the conflict. It has also constituted the main platform of political dialogue about the peace process between the main group of like-minded donors, among them Switzerland, and the government of Colombia.
