UNHCR is one of Switzerland’s key multilateral partners due to its unique mandate by the General Assembly of United Nations to provide protection and assistance to refugees, asylum seekers, refugee returnees, and stateless persons. The strategic direction 2022-26 concretise the overall mandate of UNHCR for the upcoming years. Contributing to these directions allows Switzerland to achieve in particular the human development goal defined in the Dispatch to Parliament on International Cooperation for 2021-24.

SDC funding to ICRC operations allows the International Committee of the Red Cross (ICRC) to respond proactively and to provide immediate protection and assistance for people affected by armed conflict and other situations of violence.

IRQ Tdh WASH, Child Protection and Education response to address immediate post-conflict needs of the population in Tal Afar district

Through SDC’s support, this project implemented by Terre des hommes addresses the immediate WASH, education and child protection concerns of conflict-affected populations in the district of Tal Afar. The project includes the rehabilitation of water and sanitation infrastructure, the provision of child protection services, the light rehabilitation of three schools and the training of teachers in contact with conflict-affected children.

A majority of people living in rural northern Diyala do not have access to potable water which results in communities utilizing unsafe sources like rivers and irrigation channels. The lack of solid waste management systems further aggravates the poor health conditions within this area. This project aims at reducing water and sanitation related risks and increasing access to clean water for IDPs, returnees and host communities living in the districts of Kifri and Khanaqin. It also helps particularly vulnerable families access protection services.

Swiss experts to UN agencies in the frame of the regional crises in the Middle East

The Middle East is currently contending with two L3 crises: Iraq and Syria. Over 20 million people need humanitarian assistance: refugees, lDPs, host communities. In line with the Swiss Cooperation Strategy 2015- 2018, SHA experts provide technical support & strategic advice to UN agencies, contributing to a strengthened, coordinated response. The deployed experts allow Switzerland to expand its operational engagement and humanitarian presence in the region, including in contexts where SDC has no office (Iraq and Syria).

Rebuilding beyond the crisis

The scope of the destruction in Syria is staggering, and the number of people left without shelter continues to grow. Since the start of the crisis, the SDC has donated CHF 13.4 million to the United Nations High Commissioner for Refugees (UNHCR), which is responsible for coordinating all reconstruction-related activities in that country. In addition, Swiss experts have developed technical standards for the long-term relocation of displaced people who will eventually return home.

Switzerland’s support to UNHCR operations in Iraq

Iraq has been battling with conflict since 2003 and the humanitarian situation has deteriorated since late 2013. The surge in violence between armed groups and government forces has resulted in 3.3 million internally displaced persons across Iraq and has left 10 million in need of humanitarian assistance. The country also hosts more than 250,000 Syrian refugees, who have fled atrocities in their homeland. Beside the provision of Swiss experts, the SDC has allocated for 2016 CHF 1.5 million to UNHCR in Iraq.
