Les autorités communales doivent être en mesure de fournir aux habitants les prestations qu’ils réclament, ainsi que de motiver les citoyennes et les citoyens à prendre part au processus politique. Mise en œuvre: Responsable de la coordination générale, le secrétariat du NALAS, à Skopje, met les activités en œuvre. Le NALAS devrait devenir financièrement indépendant jusqu’en 2012. L’association élabore un projet pour y parvenir.
