This contribution aims at supporting the Regional Refugee Response Plan and Government of Egypt’s combined efforts to respond to the arrival of refugees in the aftermath of the outbreak of conflict on the 15.4.2023 in Sudan. UNHCR’s emergency response focuses on the identification and reception of the most vulnerable new arrivals at prioritized points of entry, with the provision of life-saving support and specialized protection services

As the conflict in Sudan persists and the humanitarian crisis deteriorates, there has been a substantial influx of refugees into Egypt (61% Sudanese), exacerbating existing vulnerabilities and overwhelming local resources. More than half of the new Sudanese arrivals (53 %) are female headed households, surpassing the percentage of female headed households of the overall refugee and asylum-seeker population (46%). Following the onset of the crisis in Sudan and in line with the Refugee Coordination Model, UNHCR led the development of a Regional Sudan Situation Refugee Response Plan (RRRP), to coordinate the interagency response as well as associated advocacy and resource mobilization in the five countries most affected by the potential outflows of refugees from Sudan including Egypt. The 2024 RRRP (January 2024 – December 2024) is appealing for USD 1.5 billion for a projected population of 3.3 million people that includes refugees, returnees, third country nationals and host populations in surrounding areas. Within the RRRP, which focuses on enhancing protection measures, ensuring access to basic services such as healthcare and education, and promoting livelihoods, Egypt is appealing for USD 126’024’344. As of 8 September, the Egypt chapter of the 2024 RRRP is only 31% funded. |

Erwartete Resultate: SO 1: At entry points, essential life-saving assistance will be provided to arrivals and specialized services will be extended to the most vulnerable while in the transit centres. SO 2: Provide protection services and critical life-saving assistance to the most vulnerable Sudanese refugee through a multisectoral response at transit locations and humanitarian transportation to designated destinations. SO 3: Provide protection and services to all arriving refugees and asylum-seekers.
