Somalia: Die Herausforderungen an einen Einsatz in einem lang anhaltenden Konflikt

Die Bevölkerung Somalias ist nicht nur einer extremen Armut ausgesetzt, sie leidet auch unter der anhaltenden Gewalt und den immer wieder auftretenden Klimaschocks.  Die Kämpfe erschweren jede Form der Hilfe.  Die DEZA unterstützt vor Ort das IKRK, eine der wenigen Organisationen, die Zugang zu allen Landesteilen haben. 2016 wird sie die Aktivitäten des IKRK, die auch Ressourcen für eine mittel- bis langfristige Entwicklungshilfe vorsehen,  mit vier Millionen Franken unterstützen.

An seinem Schreibtisch gibt ein Angestellter der Gemeindeverwaltung von Hargeisa die Daten der bezahlten Rechnungen in ein EDV-System ein.

Die DEZA unterstützt in Somalia ein Dezentralisierungsprojekt mit dem Ziel, Frieden und Entwicklung zu fördern. Der Weg dorthin führt über den Aufbau von Kapazitäten, damit die Gemeinden befähigt werden, besser auf die Bedürfnisse der Bevölkerung einzugehen. Das Projekt zeigt bereits ermutigende Resultate.

Das Programm zur Stärkung der Widerstandsfähigkeit (Resilience Programme) der UNO-Organisation für Ernährung und Landwirtschaft (FAO) ist Teil des Gesamtprogramms der FAO für Somalia und verfolgt das Ziel, die Lebensbedingungen der verletzlichsten Bevölkerungsgruppen in Somalia zu verbessern. Die DEZA unterstützt das Dreijahresprogramm mit 6 Millionen Franken. Das Programm setzt auf innovative Monitoringinstrumente, Massnahmen zur Risikobegrenzung und enge Partnerschaften. Damit ermöglicht es in weiten Gebieten Somalias den Schritt von der humanitären Hilfe zur nachhaltigen Entwicklung. So auch in der südlichen Zentralregion, wo humanitären Organisationen nur beschränkt Zugang zur Bevölkerung gewährt wird.

Building Regional and National capacities for improved Migration Governance in the IGAD Region

The Horn of Africa is of high interest for Switzerland in terms of migration policy. Swiss support to the Intergovernmental Authority on Development (IGAD) and its Member States will contribute to improve their migration governance capacities so as to enable the organisation to effectively implement regional, continental and global regulatory standards for the protection of refugees and vulnerable migrants in the region.


Horn of Africa: One Health Units for Humans, Environment, Animals and Livelihoods

The project aims at improving the well-being of targeted pastoral communities challenged with inadequate access to basic health/veterinary services and environmental conditions in Somalia, Ethiopia and Northern Kenya through integrated health service delivery for both pastoralists and their livestock. The project will contribute to stability and vulnerability’s reduction of citizens in the region, thereby reducing their displacement/migration which is in the interest of Switzerland and the international community.


Somalia: Strengthening State Institutions for better service delivery

Building state institutions and the capabilities of the Somali government to implement better services is of primary importance to realize the developmental objectives contained in the Somalia National Development Plan (NDP) and the Sustainable Development Goals. With the contribution to the World Bank Multi-Partner Fund (MPF) Switzerland will support the rebuilding of core state functions and the socio-economic recovery in Somalia.


Somalia, UNFPA Support to Health, gender and Data.

The maternal mortality rates in Somalia are among the highest in the world, which puts women at a high risk in and around child birth. Support to this programme will increase access to sexual and reproductive rights and health services. The programme will also contribute to addressing gender inequality, as well as production of key population data to be used for evidence based programming in Somalia. This will improve women’s well-being, enhance family planning and, as a consequence, increase stability in the region, which is in the Swiss interest.


MdM-France: Integrating Sexual and Reproductive Health Services in Bosaso Basic Health Care System

This 6-year programme aims at improving health service delivery in Bosaso town (Puntland, Somalia) by integrating quality sexual and reproductive health (SRH) services into primary health care delivery packages. This intervention will also contribute to strengthen the emerging public health system by building the capacities of the Bosaso-based Ministry of Health and local health providers to sustain, in the long term, access to quality health services for the most vulnerable, especially women.

Somalia - Private Sector Partnerships for Health (PSPH)

Despite high dependence on international aid, the Somali health sector remains dominated by local business providers. In 2017, SDC piloted a business-franchising model as a component of the health delivery system in Somalia. This project “Private Sector Partnership for Health” will investigate further and promote the most effective and relevant private and/or public-private models for improved quality and affordable health services delivery in Somalia.


Allocation of SDC Funding to ICRC Operations in 2019

In line with the Good Humanitarian Donorship (GHD) principles, Switzerland recognizes the necessity of predictable and flexible funding to respond to changing needs in humanitarian crises. SDC funding to ICRC operations allows the International Committee of the Red Cross (ICRC) to respond proactively and to provide immediate protection and assistance for people affected by armed conflict and other situations of violence.

OCHA’s mission is to coordinate the global emergency response, to save lives and protect people in humanitarian crises. OCHA advocates for effective and principled humanitarian action by all, for all, in partnership with national and international actors in order to alleviate human suffering in sudden-onset disasters and protracted crises. It is responsible for bringing together humanitarian actors to ensure a coherent and timely response to emergencies. Therefore, SDC seeks to provide support to OCHA field and regional offices in relevant humanitarian contexts, in line with SDC geographic and thematic priorities.

Somalia: FAO – Somalia Information and Resilience Building Action (SIRA)

The Somali population has remained chronically food insecure over the years with acute emergency needs increasing during the cyclic drought periods. Switzerland contributes, through its support to the Food and Agricultural Organization (FAO), to the longer-term resilience building of the Somali communities by supporting the provision of information and data for decision making, the formulation of evidence-based policy making and  the use of the data for increased protection and resilience.
