Somalia: Framework for Risk Governance and Adaptive Programming (FRAP)


Somalia and the adjacent arid and semi-arid lands represent a hyper-fragile context characterised by significant security and fiduciary risks. The Framework for Risk Governance and Adaptive Programming strengthens Switzerland’s capacity to operate effectively in such contexts through a range of risk management tools. At the same time, the project also contributes to strengthening the technical and organisational capacity of local actors operating in Somalia.

Contexte Somalia and the adjacent arid and semi-arid lands of northeastern Kenya and southeastern Ethiopia remain among the most fragile contexts globally. Persistent insecurity, presence of armed non-state actors, and recurrent inter-clan conflicts severely constrain access and limit first-hand project monitoring. The complex operational environment necessitates strong local partnerships as well as additional risk management measures to strengthen the effectiveness of Swiss financed interventions in Somalia.
Objectifs The overall goal of the framework is to increase benefits for the most vulnerable people by improving the performance of the Swiss supported interventions in Somalia.

Résultats

Principaux résultats attendus:  

a) Improved monitoring and risk governance of SDC interventions:

  • Third party monitoring through spot checks of SDC projects to verify operational reports
  • Conduct political economy and context analyses 
  • Field based partner risk assessments/due diligence
  • Strengthen community engagement for feedback/insights to inform programming priorities and verify partner reporting
  • Learning events to facilitate joint patner risk and programme adjustments
  • Safety and security information and training to partners to support safe and sustained access.

b) Increased proportion and quality of partnerships with local actors:

  • Targeted capacity and training support (financial, project and security management), provided to local partner, enabling stronger performance and increased pathways to direct funding.
  • Joint NGO–government coordination forums to address access, policy, and operational barriers.


Principaux résultats antérieurs:  

a) Risk management was significantly improved through 36 spot checks, 6 evaluations, and 24 partner capacity assessments. These measures strengthened partner compliance, fiduciary discipline, and delivery quality. Contexts-specific assessments and stakeholder reviews deepended Switzerland’s understanding of political economy dynamics, access constraints, and institutional risks. Field security monitoring, risk alerts, and NGO trainings enhanced duty of care and enabled safer and informed access for SDC partners in hard to reach areas. In addition, FRAP Phase 1 contributed to the establishment of the UN Community Engagement & Accountability Taskforce and the Aid Diversion Tracker, reinforcing sector-wide risk governance in Somalia.

b) Localization was advanced through three main channels: capacity strenghtening was provided to local partners allowing SDC to initiate direct long term partnerships with 4 local organisations (representing 12% of funding). Advocacy efforts secured local NGO representation in the UN Humanitarian Country Team. FRAP also fostered civic engagement, which informed programme-level discussions and promoted more inclusive practices among SDC’s partners.
