Secondment Fund Horn of Africa
Protracted conflicts in the Horn of Africa, chronic food insecurity and limited access to basic services lead to millions of vulnerable people and forced displacement. The UNHCR, UNICEF, WFP, UN-OCHA, and ICRC, are key humanitarian partners of the Swiss Humanitarian Aid. The deployment of Swiss experts (secondees) to Swiss (multilateral) partner organisations is a key tool to strengthen the capacity of these agencies to more effectively deliver services to the vulnerable men, women, and children and to enhance their protection.

- More than 12 million women, men and children in the HoA are food insecure due to limited agricultural/economic productivity, protracted conflicts, and natural disasters.
- Over 1.5 million persons in the HoA are internally displaced (1.3 Mio. in Somalia).
- The HoA is also hosting over 2.2 million refugees, as well as hundreds of thousands of migrants with many lacking access to basic services.
- UN and other (multilateral) organizations are key for basic service delivery to and protection of the most vulnerable.

- Swiss visibility within multilateral organizations and mainstreaming of Swiss priority topics in Swiss supported multilateral organizations is enhanced Deployment of junior Swiss experts (programme vert) to key multilateral organisations relevant to SDC Humanitarian Aid is enhanced in order to maintain and strengthen the SDC internal deployment capacity.
