Altogether there are over 200 hospitals and nursing homes in Estonia. Most of them are still situated in buildings that are not built for this purpose. Neither fire safety requirements are in place, nor does staff have manuals how to act in case of emergencies. To avoid fire disasters in Estonian nursing homes and hospitals, the Ministry of Interior together with fire safety and health service institutions, decided to work out respective fire safety requirements, which now will be implemented.

The project shall improve fire safety conditions in nursing homes and hospitals. This goal shall be achieved through identifying fire safety risks, increasing the ability of staff to respond adequately to fire emergencies, drafting guidelines for the
implementation of fire safety legislation and the provision of special tools to facilitate quick evacuation of clients of nursing homes and hospitals.

Within the projects, fire safety risks will be identified, fire safety requirements and a comprehensive training system prepared, fire safety experts trained, guidelines for implementing fire safety installations and equipment drafted, construction design standards drafted, evacuation material provided and individual proposals to reduce fire safety risks submitted.

Erreichte Resultate:  

• 1000 rescue shets and 200 non-combustible bed textiles in 175 hospitals and nursing homes ensure a quick and safe evacuation of patients
• Fire risk assessment methodologies developed
• Analysis on capability between construction standards and fire safety requirements completed
• E-learning platform on fire-safety issues has been developed and is operational
