Green Agenda Serbia
The project "Green Agenda in Serbia: Get Started, Take Action, and Scale Up" helps the Government of Serbia to accelerate the implementation of the EU Green Agenda for the Western Balkans. The focus lies on the decarbonisation of the economy which is highly relevant for Serbia to achieve its climate goals and the green energy transition.

Contexte |
A key development challenge of Serbia relates to the need of pursuing a greener economy. Serbia’s carbon dioxide emissions per unit of GDP and energy consumption per capita are among the highest in Europe, air pollution is a major health concern. Recent policy developments reflect Serbia’s growing commitment to mitigate climate change. Serbia is a signatory to the Sofia Declaration on the Green Agenda for the Western Balkans since 2020 and ratified the Paris Agreement on Climate Change in 2017. Serbia made substantial gains in building institutions, yet limited government capacities remain a challenge for the green economy transformation. |
Objectifs |
The overall goal is to contribute to an efficient, inclusive and sustainable implementation of the Green Agenda in Serbia by accelerating the transition to a low carbon economy and aligning with the European climate and energy policies. |

Objective 1 - creating framework conditions: The policy framework and base conditions are improved for a more efficient implementation of the Green Agenda, pillar 1 "decarbonisation of the economy". It will be achieved through component 1: Get started – creation of framework conditions. Objective 2 - piloting innovative projects: The Green Agenda implementation, pillar 1 "decarbonisation of the economy", is accelerated by piloting specific innovative projects to test concepts and schemes. It will be achieved through component 2: Get action – supporting change through pilot projects. Objective 3 - promoting change and building future: Successful pilot projects are developed into larger scale bankable projects and replicable business models that garner public support for the green transition. It will be achieved through component 3: Scale-up – promoting change and building future. |
Résultats |
Principaux résultats attendus: Component 1: Get started – Creation of Framework Conditions will aim to assure that the implementation of the Green Agenda, the pillar 1 "decarbonisation of the economy" is effective and efficient, by creating conditions for the implementation of pilot projects and future scale-up initiatives. Component 2: Get action – Supporting Change through Pilot Projects will develop and apply pilot schemes and test concepts for scale-up and leverage. The support will be made through competitive processes in the form of "Innovation Challenge Calls", followed by the provision of technical assistance and co-financing to support implementation. Component 3: Scale-up – Promoting Change and Building Future will ensure that successful pilot actions and solutions are developed into larger scale bankable projects, replicable business models and garner public support for the green transition. |
