Vocational Education and Training Phase III (VET III) “Youth Employment Promotion”
The last phase of the project aims at consolidating best practices, streamlining them into the legislative framework and strengthening the capacities of national partners. The approaches and services tested by the project for youth employment, which are based on Swiss and international successful practices in employment promotion, will be integrated into the public systems to improve youth employment policies and their implementation, benefiting all young men and women.
- Recommendations for policy changes are developed and handed-over to relevant authorities;
- Institutional and technical capacities of national and local Labour offices are strengthened to set-up, provide and monitor youth employment services;
- Youth employment service desks scaled-up nationwide;
- Local cooperation and private sector partnerships to support youth employment are strengthened;

|Hintergrund||In spite of the incipient Mongolia’s economic recovery, youth unemployment remains high at 17.6% in rural centres and urban areas (22.6% for young women). The general constraints in the public employment services are: incomplete labour market information, which limits job search and job matching opportunities; lack of cooperation with the private sector in public employment services; lack of targeted approaches cut to the needs of job-seekers. The policy framework promoting youth employment is being revised, in view of the requirements to improve service quality and delivery mechanism. The sector needs to improve its institutional capacities in line with the proposed amendments.|
|Ziele||The overall goal of the last phase remains to contribute to the increased employment and self-employment of young men and women.|
The direct beneficiaries of the project are graduates entering the labour market and unemployed young men and women mostly residing in rural areas and peri-urban settlements.
A second group of beneficiaries are the civil servants working in employment services.
Outcome 1: National laws and regulations are more conducive for youth employment.
Outcome 2: Youth Employment Support Services (YESS) are integrated in the local public employment services and YESD are scaled up under the leadership of the MLSP
Outcome 3: The national start up support programme is strengthened through capacity-building and the integration of lessons learned from the project.
Resultate von früheren Phasen:
The National Employment Promotion Council (government and public sector) adopted the project recommendations on making youth support programmes innovative, transparent and inclusive. The six pilot youth employment support desks (YESD) established in phase 2 contribute to improving employment counselling and job matching for unemployed young people in particular. The satisfaction rate of the clients in the pilot desks is 66.7% and local labour authorities recognised the importance of the YESDs and requested support in scaling them up. 7,743 young unemployed (53% female) got jobs through the labour divisions’ services in the target locations. Out of them 2,176 (54% are women) were young unemployed from poor families. Through the start-up component of the project, 25 young enterpreneurs received financial support to expand their businesses, employing 191 young people (39% female). As a result of the project and SDC’s policy dialogue, the SME promotion law submitted by Ministry of Food, Agriculture and Light Industry to the Parliament, includes a definition of start-ups and their promotion mechanisms reflecting the project inputs.

|Koordination mit anderen Projekten und Akteuren||Achievements and lessons from the SDC co-funded Vocational Skills Development project, ending in February 2019, will give useful information in terms of VET students’ numbers and needs, career guidance activities, involvement of the private sector. In addition, coordination with EU, ILO, WB and ADB, who all have projects in the sector, will be sought. The VET Partnership NGO continues its coordination work between projects and the MLSP.|
