Against the backdrop of numerous conflict-affected areas and the likely significant increase in fragile situations due to the current global economic crisis, questions of impact, accountability and effectiveness are of paramount importance for all organisations engaged in fragile and conflict-ridden situations. Worldwide, more than half of the population suffering from poverty is living in approximately 50 countries with fragile, poorly governed, state structures. These states and regions represent an enormous threat to global security. For countries like Switzerland, the consequences include an intensification of the pressure felt by such populations to migrate or seek asylum, and a severe hampering of cooperation in the fight against transnational organized crime. Simultaneously, these states imperil the achievement of the UN Development Goals.
The aim of the 3C Conference 2009 is to draw conclusions from the experience gathered by the international community in war and conflict regions and in fragile situations, and to formulate an operationally-oriented agenda to enhance the effectiveness of building security, fostering the rule of law, furthering sustainable development, and promoting peace. The underlying philosophy is an approach, known as the 3C approach, which strives for a systematic cooperation, spanning both themes and policies, between civilian and military actors both on the international level and amongst donor states and partner countries.
The Conference Outcome Document – the 3C Roadmap – was pre-negotiated by states and organizations during the run-up to the conference via an Internet-supported communications platform. The final version of the document will be adopted during the Conference.
The Conference has received broad support. Besides Switzerland, it enjoys the backing of the UN, NATO, the World Bank, and the OECD. Switzerland has organized the Conference in a concerted effort of the Federal Department of Foreign Affairs (FDFA), the Federal Department of Justice and Police (FDJP), and the Federal Department of Defence, Civil Protection, and Sport (DDPS).
