Strengthening the capacities of Community-Based Organisations serving migrants in Egypt
In Egypt, Community Based Organisations (CBOs) are key actors in responding to migrants and forcibly displaced persons’ basic needs especially amid COVID 19 pandemic. Building on lessons learnt from the first phase, CBOs will be further empowered to become more financially sustainable in order to continue providing quality services and advocate for migrants and forcibly displaced persons’ needs and rights in the donor community and with decision makers.

Background |
- As of February 2021, United Nations High Commissioner for Refugees (UNHCR) had registered 260,287 refugees (80% in Greater Cairo) of 58 nationalities, a number estimated to represent a fraction of reality. - In this mixed migration context, protection, basic needs and livelihood gaps are poorly addressed at the national and local levels. - Migrants and forcibly displaced persons face many challenges related to basic needs (i.e. housing, health care, and education), protection (psychosocial and legal support) and livelihood opportunities. - The services which CBOs provide include education, emergency assistance, and support referral services related to financial, medical, psychosocial and legal support. The CBOs are the main services providers during COVID 19 and have the greatest knowledge of community needs, amount of community trust and accessibility, and culturally and linguistically competent staff. |
Objectives | To foster and ensure the protection, resilience and rights of migrants and forcibly displaced persons by enhancing their access to sustainable quality services and community-based protection, through developing the capacity of 30 Community Based Organizations across Cairo. |
Target groups |
The project will directly target the following: Directly: 50,000 direct beneficiaries (50% women) migrants and forcibly displaced persons from quality services through the 15 CBOs. 15 CBOs from first phase for further institutional and technical capacity building, mentoring and 1:1 coaching. 15 new CBOs to benefit from mentoring by more experienced CBOs and to be members of the CBOs advocacy network. 240 CBO staff (50% women) for capacity building. Medium-term outcomes |
Outcome 1: Migrants and forcibly displaced persons (50% women) have access to sustainable quality services and community based protection, through a rights based approach. Outcome 2: The institutional and operational capacity within CBOs is strengthened with a focus on sustainability, unity, and partnership. Outcome 3: CBOs form a network with a unified agenda and recognized status able to advocate for their community needs with major policy and decision makers on a local, national and global level. |
Results |
Expected results: Output 1.1 15 CBOs successfully apply for grant awards and complete project funding proposals to secure sustainable quality services and community based protection. Output 2.1 Capacity building for 240 CBO staff members trained on protection, services delivery, partnerships, referrals and internal processes. Output 2.2 15 CBOs receive tailored 1:1 support applying practical knowledge on governance, organizational structure and leadership. Output 2.3 15 CBOs complete a gender analysis and reinforce activities to further support women’s roles within the CBOs, migrants and forcibly displaced persons’ communities Output 3.2 StARS implements an advocacy strategy and policy dialogue with INGOs and service providers to increase migrants, forcibly displaced persons and CBO participation at a national and global level. Results from previous phases: - 44,660 services have been provided by CBOs. This included 32,024 psychosocial services, 10,202 legal services, and 2434 benefited from education. - 70% of Migrants and forcibly displaced persons reported an increase to protection services. - 13 of the 19 CBOs have increased the number of beneficiaries accessing services per week in their CBOs by more than 100%. - 76% of surveyed beneficiaries reported being satisfied with services provided through CBOs supported in Phase I. - As of May 2021, 100% of the 19 CBOs report an increased capacity to provide services. - The first CBO coordination and advocacy network in Egypt was established, the United Refugee Network. - 95% of CBOs indicated that they are benefiting from their involvement in the network. |
