Campaign Anti Bribes

Project completed

The project objective was to change a still widespread culture of paying bribes for accelerating services with agents of the Ministry of Administration and Interior (MAI) by focusing on MAI agents and the public. A public campaign on prevention of corruption was standing in the center of the planned activites. The project was part of the thematic fund security in Romania. Activities
  • A baseline study of the culture of paying bribes for services
  • Elaborating a public campaign to prevent and change this bureaucrat corruption culture
  • Elaborate an impact study to measure the achievement reached by the campaign. The strategy will also target three “vulnerable groups”: the under 30 years old, the families with modest revenues and the police
Results

Achieved results:  

  • Two representative surveys completed (Survey Participation: 1.130)
  • Information campaign: 45.000 posters, 20.000 flyers, 10.000 brochures, video clip produced and broadcasted via 10 broadcasting networks
  • Campaign evaluated: About one third of the population has been reached by the campaign, increase of triúst in AGD by 6%, increase of indictments of MoIA staff by 50%, 89% increase of calls to the AGD green line during the campaign
  • No Swiss Partner Institution has been involved
