The June meeting of the Board of Governors focussed on the annual report and the report on technical cooperation.

It had already become apparent in advance that a resolution would be passed under the agenda item on Iran Safeguards. Following a resolution on the nuclear safety, security and safeguards situation in Ukraine at the March meeting, Ukraine decided not to submit a resolution at this meeting. Nevertheless, the meeting was once again characterised by the topic of Ukraine. There were controversial discussions not only on the agenda item on Ukraine, but also on the agenda items on the annual report, technical cooperation, the Safeguards Implementation Report, the DPRK and "Any other business".

The conflict in the Gaza Strip led to an exchange of blows between Arab and Muslim countries and Israel under the agenda items on the annual report and "Any other Business". At China's request, there was also a separate agenda item on AUCUS. Also on the agenda was the committee's report on the programme and budget as well as the familiar topics of the DPRK and Syria. The agenda also included the agenda item on "homeless states" requested by KAZ, under which the Slovenian ambassador also provided information on the work of the corresponding "Group of Friends".
