Swiss-Austrian exchange of views and information on higher education, research and innovation

On 8 February, the second bilateral exchange of views and information took place between the State Secretariat for Education, Research and Innovation (SERI) and the Austrian Federal Ministry of Science, Research and Economy (BMWFW). State Secretary Mauro Dell’Ambrogio led the Swiss delegation for the talks on developments and cooperation in higher education, research and innovation at the BMWFW. At the invitation of Reinhold Mitterlehner, vice chancellor and minister for science, research and economy, the meeting was followed by a working lunch.


Implementation of the Mass Immigration Initiative: quick ratification of the Croatia protocol possible

At its meeting on 28/29 September 2016 the ETH Board made key decisions in order to invest in strategic research areas which are crucial for Switzerland. It also discussed the current implementation status of the Mass Immigration Initiative. In the view of the ETH Board, the National Council’s recent decision lays the foundations for the Croatia protocol to be quickly ratified by the Federal Council so that Switzerland could remain within Horizon 2020.


President Schneider-Ammann meets European Commission president Jean-Claude Juncker in Zurich

President Johann N. Schneider-Ammann met with the President of the European Commission, Jean-Claude Juncker, in Zurich on Monday to discuss the current state of relations between Switzerland and the European Union. One of the main topics was the implementation of Article 121a of the Federal Constitution on immigration. In the evening, the two presidents attended an event to mark the 70th anniversary of the historic speech on Europe given by Winston Churchill in Zurich.


President Schneider-Ammann holds official talks with Maltese president and prime minister

President Johann N. Schneider-Ammann concluded his visit to Malta on Saturday by meeting Prime Minister Joseph Muscat. He was received for a state visit on Friday by the President of Malta, Marie-Louise Coleiro Preca. The Republic of Malta will assume the rotating presidency of the Council of the European Union in the first half of 2017.


Federal Council submits draft legislation to manage immigration

Bern, On Friday the Federal Council submitted to Parliament several pieces of draft legislation to implement the constitutional provisions on immigration. The Federal Council is continuing to push for a mutually agreed solution with the EU. Since it has not yet been possible to reach an agreement with the EU, however, as announced, the Federal Council is now proposing a unilateral safeguard clause to control immigration that will allow it to fix annual limits if immigration exceeds a certain level. To better utilise the resident workforce, the Federal Council also wants it to be easier for people from the asylum system who are allowed to remain in Switzerland to find employment. At the same time it approved an amendment to the Foreign Nationals Act which prevents foreign jobseekers from accessing social welfare. The Federal Council also adopted the dispatch on the extension of the Free Movement of Persons Agreement (FMPA) to Croatia. Ratification of the Croatia protocol is a requirement for Switzerland to continue to take part in the Horizon 2020 framework programme for research.


Sciex programme: Research training placements in Switzerland spur scientific and economic development in eastern Europe

A ceremony to mark the end of the Scientific Exchange Programme between the New Member States and Switzerland (Sciex), which has offered over 500 researchers from ten new EU member states research training placements in Switzerland since it was launched in 2009, was held today at ETH Zurich. Part of Switzerland’s contribution to the enlarged EU was allocated to fund the fellowship programme in recognition of the fact that enhancing the capacity of scientists in central and eastern Europe to conduct research is a critical factor in the region's economic development.


Launch of first European nanomedicine characterization lab

Empa, the Swiss Federal Laboratories for Materials Science and Technology, is part of the «European Nanomedicine Characterization Laboratory», a European project funded by the EU framework program «Horizon 2020». Its goal is to reach a level of international excellence in nanomedicine characterization for diseases like cancer, diabetes, inflammatory diseases or infections. This competence will be made accessible to all organizations developing candidate nanomedicines prior to their submission to regulatory agencies to get approval for clinical trials and, later on, for marketing authorization.


Record values despite a difficult environment

In spite of the difficult environment in the wake of the adoption of the immigration initiative, the ETH Domain was able to successfully fulfil the mandate of the Federal Council and Parliament. The attraction of the two Federal Institutes of Technology in Zurich and Lausanne continues unabated: with more than 28,500 students and doctoral students, a new record value was reached in 2014. In terms of knowledge and technology transfer, the ETH Domain with ETH Zurich, EPFL and the four research institutes PSI, WSL, Empa and Eawag also climbed record heights. However, if the ETH Domain is expected to be able to fulfil its mandate for the benefit of Switzerland as a centre of knowledge and industry, it is absolutely dependent on optimal parameters. These include planning security, stable basic funding and international openness.


Federal Council approves the Horizon 2020 package

In its meeting today, the Federal Council approved the agreement on Switzerland’s participation in the Horizon 2020 research programme. The agreement covers Switzerland’s partial association to the programme between 15 September 2014 and 31 December 2016. It allows researchers from Switzerland to take full part in selected parts of Horizon 2020 and to apply for the sought-after grants provided by the European Research Council. The agreement provides for Switzerland’s full association to Horizon 2020 between 2017 and 2020, provided a solution can be found to the issue of the free movement of persons.


Horizon 2020: Support for researchers in Switzerland

Today the Federal Council approved interim measures in response to the unresolved situation regarding Switzerland’s association to Horizon 2020, the EU Framework Programme for Research and Innovation. The measures are designed to support researchers in Switzerland who are involved in projects and programmes financed under Horizon 2020 and who will no longer receive any funding from Brussels. The Federal Council’s stated aim remains for Switzerland to achieve full association to Horizon 2020 by the end of the year, if possible.


Switzerland takes over EUREKA chairmanship from Norway

The Delegate of the Federal Department of Economic Affairs, Education and Research EAER, Bruno H. Moor, assumed Switzerland's year-long chairmanship of EUREKA, the European research initiative, at an event in Bergen (Norway) today. He set out the four priorities of the Swiss chairmanship. The focus is on strengthening institutional networking and on tailoring instruments to the needs of businesses involved in research and innovation.


The Federal Council takes steps to re-launch discussions with the EU on Switzerland’s participation in EU programmes and market access

The Federal Council wishes to re-launch negotiations and discussions on Switzerland’s participation in framework programmes and market access. To that end it approved a declaration envisaging a number of measures. These include a solution to the admission under quotas of Croatian citizens to the Swiss labour market. In addition, the Federal Council confirmed the enlargement contribution for Croatia.
