Switzerland seeks to build trust between states to stop the proliferation of delivery systems for weapons of mass destruction

The proliferation of ballistic missile systems capable of delivering weapons of mass destruction is a threat to international security. The HCoC aims to prevent the proliferation of such delivery systems. The HCoC also sets out measures to build trust between states. HCoC member states are required to issue annual pre-launch notifications on space launch vehicle programmes and the launch of ballistic missiles. The HCoC thus plays a key role in maintaining international stability and security.

Contribution to peace and security

During its chairmanship, Switzerland aims to ensure full compliance by the subscribing states with the obligations set out in the HCoC. It also aims to secure the participation of other states in addition to the current 143 subscribing states.

The HCoC was signed by 96 states in 2002. Switzerland was one of the original signatories to this political commitment, which is not binding under international law. Switzerland's chairmanship of the HCoC is in keeping with its long-standing commitment to international security. Through its efforts in support of disarmament and the non-proliferation of weapons of mass destruction and their means of delivery, Switzerland contributes to maintaining international stability, peace and security.
