President of the Swiss Confederation Micheline Calmy-Rey, head of the Federal Department of Foreign Affairs, will represent Switzerland at the 18th Ministerial Council of the Organisation for Security and Cooperation in Europe in Vilnius on 6 and 7 December 2011.

The 56 participating states of the OSCE will convene for their annual Ministerial Council in the Lithuanian capital Vilnius, where the foreign ministers will discuss international security, which includes military aspects and human security questions. 

Switzerland is a founding member of the OSCE. The OSCE is the only European security organisation of which Switzerland is a full member. It is a matter of particular concern for Switzerland that the OSCE should be strengthened as an open forum for dialogue. Switzerland chaired the OSCE in 1996 and is currently planning a joint candidacy with Serbia for the chairmanship in the office for the years 2014 and 2015.
