Professor Helen Keller has been Professor of European and International Law at Zurich University since 2004. She has been a member of the Human Rights Committee since July 2008, succeeding at the time Professor Walter Kälin. Her election today renews her mandate as an independent expert, which will last until 31 December 2014.
The Human Rights Committee is the treaty body of the International Covenant on Civil and Political Rights. It comprises 18 independent experts with high ethical standards and recognised skills in the field of human rights. The Committee supervises the implementation of the Covenant. It also rules on complaints submitted by individuals in accordance with its Protocol I, of 16 December 1966, a procedure that forms part of the critical discussion about the reports that the States parties are obliged to present to the Committee on a periodical basis.
