Humanitarian needs in Ukraine remain high, particularly affecting the internally displaced and vulnerable populations. Switzerland is committed to support UNHCR's humanitarian efforts, which provide life-saving protection and assistance i nfrontline areas for 2.7 million people. Contribution to UNHCR's work in Ukraine is aligned with Switzerland's strategic interest of strengthening the resilience of the Ukrainian people and responding to emergency needs.

Contesto | Russia's military aggression has led to around 3.7 million internally displaced persons (IDPs) and 0ver 6 million refugees globally with an estimated 14.6 million people in Ukraine needing urgent humanitarian assistance in 2024. Continuing hostilities cause significant damage to civilian infrastructure, especially in frontline regions. The most affected groups include long-term IDPs and people with pre-existing vulnerabilities, including persons with disabilities and children. While over 4.6 million people returned home between May 2022 and September 2023, mainly to Kyiv and northern areas, displacement trends remain fluid due to ongoing military hostilities. The primary drivers of extreme humanitarian needs are Protection, Health, and livelihoods, particularly in the east, northeast and southeast, where vulnerable populations face hight risks of violence and barriers to basic services. |
Obiettivi | UNHCR has two overarching operational priorities in Ukraine, namely: (i) to provide life-saving humanitarian assistance to people living in the war's frontline areas and in newly regained areas of the country; and (ii) to support the Government's commitment to durable solutions, economic recovery and reconstruction through area-based and participatory approches with the support of development and other actors, as outlined in the National Recovery Plan. |
