Supporting the operationalisation of the temporary reception center for migrants Lipa

Migrant reception centres in Bosnia and Herzegovina (BiH) do not have sufficient capacities; more than a thousand migrants are without shelter. They squat in empty houses and forests, leading to tensions with the surrounding local communities. Switzerland contributes to international efforts to support the BiH government in providing decent reception capacities for 1,500 people in Una-Sana canton, where most of the migrants are stranded. This helps to improve the authorities’ capacity to manage migration and to reduce conflict potential.

Contesto Since 2018, more than 80,000 migrants and asylum seekers have passed through the country. The Lipa emergency tent camp, opened to accommodate up to 1,000 single men sleeping rough, caught fire in December 2020, destroying almost all existing infrastructure.  As a result, hundreds of persons were left in harsh weather conditions without shelter and access to basic assistance. The Government of BiH has decided to build a new temporary reception centre in Lipa for the accommodation of families/women, unaccompanied minors and single men. It is expected to be operational before winter. The additional accommodation will reduce the risk of a humanitarian crisis that occurs every winter. Fewer migrants outside the camps will reduce tensions between migrants and the local population and alleviate security and epidemiological concerns.
Obiettivi To support authorities in BiH to assume their responsibility in migration management and to provide increased access to dignified reception facilities for migrants and asylum seekers in transit in BiH. As a result, the tensions between migrants and the local population in the host communities heavily affected by migration are reduced.

Effetti a medio termine Migrants have access to protection and assistance services and do not have to live in makeshift camps on the streets.

Risultati principali attesi:  

  • ·The electricity which enables functioning of the temporary reception centre is connected to the municipal power grid.
  • Critical sections of the internal road network that enable the supply of the centre are asphalted.
