Secompetitivo Program - Support to the National Competitiveness Agenda

Progetto concluso

In light of OECD country program, Peru developed the Competitiveness Agenda 2014-18. The project aims to support the government in the implementation of this reform through providing thematic and strategic international expertise at the national level, and supports value chains strengthening initiatives at the subnational level.

Contesto Low investment in human capital and knowledge, education, research and innovation as well as infrastructure and to some extent access to finance are key bottlenecks in Peru. The government thus developed the Competitiveness Agenda 2014-18, which is based on a broad consensus between key ministries, regional governments and the private sector. It will focus on the following 8 lines of work: 1) Productive and entrepreneurial development- 2) Science, technology and innovation- 3) Internationalization- 4) Infrastructure- 5) Information and communications technology- 6) Human capital- 7) labor market and 8) natural resources.
Obiettivi The objective of the program is to support Peru in its systematic efforts to improve the competitiveness of its private sector, formulated in the National Competitiveness Agenda 2014-18. This shall allow SMEs to take advantage of the vast market access opportunities that arise from the dense network of trade agreements signed by Peru in the past ten years and thus contributing to a sustainable development in different regions of the country.The program will focus on issues prioritized in the strategic lines of the Competitiveness Agenda 2014-2018 that coincide with the SECO intervention areas: Productive and entrepreneurial development, Science, technology and innovation, Internationalization, Human Capital and Improved business environment.
Effetti a medio termine The program will consist of two broader outcomes:A.Macro-level: Strategic Advice to the Secretariat of the Competitiveness Agenda Provide strategic advice in the design of policies, standards, regulations, and methodological documents, implementation of policies, institutional arrangements or reforms. a. Senior thematic experts that provide strategic orientation of successful reforms at international level. b. Quick response financing scheme to address selective topics and implement the reforms promptly. B. Meso-/Micro-level: Promotion of the competitiveness of regional value chains To contribute to social inclusion through job creation and higher incomes in poorer regions outside of Lima, specific interventions in selected value chains are foreseen. Due to prior experience and their specific poverty impact, the following value chains represent promising options for future support: banana, coffee, cocoa, asparagus, tourism and various biotrade products.

Productive and entrepreneurial development -Strengthened National Quality Institute -Enhanced incentives for the certification of products and management systems -Improved regulatory framework and increased number business incubator -Development of new instruments to improve access to finance for SMEs2. Science, technology and innovation -Increased locally added value in biodiversity products -Launched joint initiatives between academic institutions and firms to put national reforms into new products, services or procedures 3. Internationalization -Upgraded Single Window of Foreign Trade -Improved commercial information systems 4. Human Capital -Developed curricula and strengthened and accredited vocational training institutions -Increased skills assessment and certification 5. Improved business environment -Developed Single Window of licences in tourism -Improved processes related to: starting new businesses and paying taxes
