La lotta contro la fame e la denutrizione è una priorità della DSC. Con l’aiuto alimentare la DSC impiega mezzi umanitari per salvare vite umane e alleviare le sofferenze.
Aiuto alimentare: ridurre i rischi e prevenire la crisi
Obiettivi principali della DSC
In qualità di parte alla Convenzione sull’assistenza alimentare, la Svizzera fornisce aiuto alimentare e contribuisce al miglioramento della sicurezza alimentare a livello mondiale. L’aiuto umanitario della DSC si basa principalmente sulla collaborazione con il Programma alimentare mondiale (PAM) dell’ONU e con le ONG Nel 2018 i contributi svizzeri a favore del PAM sono ammontati a oltre 75 milioni CHF e sono andati a beneficio di circa 27 Paesi. Oltre il 50% dei fondi è servito a mitigare crisi alimentari in Africa, mentre il resto è stato impiegato in Paesi della regione mediorientale e dell’Asia, nonché ad Haiti e in Colombia.
Nel corso degli ultimi anni, l’aiuto alimentare della Confederazione con prodotti lattieri ha assunto una modalità nuova e più flessibile. L’obiettivo di questo cambiamento è di raggiungere il maggior numero possibile di persone in difficoltà. Nel 2017 la DSC ha sostenuto in 16 Paesi programmi di 20 ONG e di 3 rappresentanze svizzere con una fornitura di latte in polvere del valore di 7 milioni CHF proveniente dalla Svizzera. Altri 13 milioni sono andati al PAM. Dal 2018 la totalità dei fondi viene messa a disposizione del PAM. In Algeria e nella Corea del Nord, Paesi in cui il latte in polvere rappresenta la modalità d’intervento più adatta, il PAM ha acquistato i prodotti in Svizzera al livello di prezzo definito per l’esportazione.
Nell’attuale periodo di riferimento del messaggio (2017-2020) viene effettuata una compensazione di 7 milioni CHF per sostenere progetti alimentari. Questi fondi sono destinati in primo luogo alle ONG che in passato hanno ricevuto forniture di latte in polvere dalla Svizzera.
Contesto
Oltre 820 milioni di persone nel mondo sono denutrite. Il peggioramento della situazione alimentare a livello globale è da imputare soprattutto a conflitti, che spesso sono inaspriti da catastrofi climatiche come siccità e inondazioni. Ad esserne più colpite sono le aree contese nell’Africa subsahariana come la Somalia, il Sudan del Sud, la Repubblica Democratica del Congo, lo Yemen, la Nigeria nord-orientale e la regione mediorientale. Le persone che vivono in questi Paesi necessitano urgentemente di aiuto umanitario e dipendono dal sostegno alimentare.
IL PAM lavora principalmente con pagamenti in contanti che promuovono la commercializzazione di generi alimentari prodotti localmente e garantiscono al contempo la libertà decisionale dei destinatari.
La comunità internazionale cerca, in maniera sempre maggiore, di preparare con interventi mirati le persone minacciate dalla fame a eventuali crisi.

The failure of two consecutive rain seasons is having devastating effects on the mostly pastoralist population of Ethiopia’s southern arid and semi-arid areas. The number of people in need is dramatically increasing, with the drought affecting multiple aspects of human life. The Doolo Zone, where pastoralism is the main livelihood, is one of the most severely affected. By supporting VSF-CH, Switzerland will contribute to improve the nutritional status of the affected population.

The violence that took place on October 9 2016, and the ensuing insecurity across Northern Rakhine State (NRS), resulted in the suspension of humanitarian services in the area. Many of the affected people missed out on their seasonal food assistance, school feeding and regular nutrition support for at least three months, resulting in a significant negative impact on the food security, health and nutritional status, and mental health of vulnerable families. With this emergency response, Action Contre la Faim (ACF) will address increased malnutrition through an integrated program, which aims to reduce child and Pregnant and Lactating Women (PLW) undernutrition, mortality and morbidity.

Through the usage of food aid in the form of Swiss dairy products, Swiss Humanitarian Aid contributes to the prevention and treatment of malnutrition, undernourishment, and disease. The SDC’s Humanitarian Aid administers the credit granted by parliament for a yearly amount of some CHF 20 million destined for the purchase of Swiss dairy products and their use for the benefit of the needy. Its task is to ensure a sustainable, targeted, and closely monitored food aid.
FAO: Improved production, availability and access to nutritious food for vulnerable people in north-eastern Nigeria

Improve the production, availability and access to nutritious food for vulnerable IDPs, returnees and host communities in north-eastern Nigeria by the provision of agricultural production inputs such as seeds, tools and fertilizer. The provision of agricultural production will complement the emergency food assistance provided by the WFP and enable farmers to produce enough food, as well as to meet the most vulnerable households’ immediate food needs.

WFP Additional Contribution 2017 to Scale Up Operations in South Sudan in Response to the Hunger Emergency

On 24 February 2017, SDC/HA pledged an additional allocation of CHF 15 million to support emergency relief operations to help populations facing starvation in parts of Africa (South Sudan, Somalia, Nigeria and the larger Lake Chad Region) and Yemen. This decision followed a call issued by the UN Secretary-General Antonio Guterres on 22 February 2017 urging for USD 4.4 billion aid to avert famine for 20 million people who risk starvation in these countries. Out of the CHF 15.0 million, CHF 7 million will be allocated to support WFP’s emergency operations in South Sudan, Nigeria and the larger Lake Chad region, and Yemen.
