Area Based Recovery (ABR) - Reconstruction, Returns, Resilience and Reforms.


Switzerland’s contribution to this multi-donor program supports Ukraine’s recovery efforts in war-affected communities in the country’s East and South. The program uses an area-based approach to ensure the restoration of key services across different sectors for the local population, internally displaced persons, and returnees. The program works through existing governance systems, strengthens  local ownership and capacities and supports an inclusive and participatory recovery process.

Contesto As of February 2025, Ukraine has entered its fourth year of fullscale war, resulting in at least 13,000 civilian deaths 1, 3.67 million internally displaced persons, more than 6.5 million refugees, and 14.6 million people in need of humanitarian aid. The cost of recovery is estimated at $532 billion over the next decade2, with 13% of housing stock damaged and over 2.5 million households affected. Frontline oblasts of Donetsk, Zaporizhzhia, Luhansk, Mykolaiv, Kharkiv, and have sustained 69% of all damage. The war has decimated  infrastructure, disrupted energy and public services, deepened poverty (rising from 20.6% in 2021 to 35.5% in 20233), and widened social vulnerabilities, especially among internally displaced persons, veterans, women, youth, and people  with  disabilities. Despite strong national  identity and  resilience, public trust in authorities is declining. Key recovery challenges include economic revitalization, workforce losses, social cohesion risks, and gaps in local capacity for planning, service delivery, and investment absorption, which is particularly critical in Ukraine’s pursuit towards European Union integration. 
Obiettivi The overall objective of the project is to accelerate the process of recovery and reconstruction in Ukraine’s war-affected regions, with a view to normalising the situation for the current population, facilitating the reintegration of internally displaced persons and returnees, and to addressing the specific needs of  vulnerable groups to ensure that no-one is left behind.   
Gruppi target The project prioritizes war-affected communities and targets assistance to several population groups with a focus on veterans, internally displaced persons, women,  youth and persons with disabilities.  
Effetti a medio termine

Outcome 1: Local government institutions are empowered to lead recovery and development processes in the context of decentralization and preparation for European Union accession. 

Outcome 2: Human capital development and socio-economic recovery enhanced. 

Outcome 3: Social cohesion and the social contract are strengthened.

•  Output 1.1 Communities have capacity in key elements of recovery ecosystem (data, planning, coordination, public investment management, loan absorption)

Risultati fasi precedenti:   The Framework is delivered via the area-based recovery approach, which offers an  integrated, participatory, and inclusive methodology to advance recovery in target  communities most affected by the war and that face complex challenges or vulnerabilities. It builds on UNDP’s work in the east of Ukraine since the start of the conflict in 2014, and the scale up since February 2022. UNDP now has subnational  offices in Kharkiv, Poltava, Dnipro and Odesa, with more than 150 personnel, who have implemented more than 80 million USD in sub-national programming in the  period February 2022-December 2024 targeting more than 100 communities in war-affected regions of the country. Overall, in 2024 UNDP Ukraine implemented 250  million USD in programming across the five areas of: 1) crisis response; 2) public services; 3) reconstruction for recovery and returns; 4) inclusive economic growth; and 5) social cohesion and inclusion.

Coordinamento con altri progetti e attori The key Government counterpart for the Programme is the Ministry for Development of Communities and Territories of Ukraine, which co-chairs the Project Board. The project builds on foundations laid by the previous UNDP program, as well as partnerships established by UNDP at the national level with key line Ministries, agencies and entities.
