Survey and Mapping Mines and Explosive Hazards in Yemen – Phase II

The three-year project aims to reduce protection risks associated with landmines and explosive ordnance in conflict-affected areas of Taiz and Yemen’s West Coast through survey, mapping, explosive ordnance disposal and risk education. By supporting evidence-based, gender-responsive mine action, the intervention contributes to safer access to services and livelihoods, increased freedom of movement, and progress towards Yemen’s mine action obligations.

Contesto Yemen remains one of the most heavily contaminated countries in the world, with landmines and explosive ordnance continuing to cause civilian casualties and undermining recovery efforts. Since the onset of the conflict, more than 4,600 civilians have been killed or injured by explosive ordnance, with children disproportionately affected and accounting for a significant share of casualties. Contamination restricts access to livelihoods, basic services and humanitarian assistance, while also impeding safe returns and recovery. Mine action remains essential to improving civilian safety, supporting humanitarian access, and enabling recovery and development.
Obiettivi Conflict-affected people in Yemen have sustained conditions for human security, reduced risks of harm from explosive hazards and are able to rebuild their lives, decreasing potential for further conflict.
Gruppi target The project will target women, men, girls and boys exposed to risks associated with landmines and explosive ordnance. The project aims to reach 18,500 people (3,500 women, 3,500 men, 5,750 girls and 5,750 boys) through Explosive Ordnance Risk Education (EORE), alongside the assessment of approximately 600 communities for explosive ordnance contamination. National mine action authorities and other actors will also benefit from survey, mapping and information management activities that support evidence-based mine action planning and implementation.
Effetti a medio termine

Outcome 1: Measurable progress towards Yemen’s Anti-Personnel Mine Ban Treaty obligations.

Outcome 2: Risk of harm reduced which increases freedom of movement.

Outcome 3: Responsive and equitable nationally owned mine action.

Risultati

Risultati principali attesi:

Output 1.1: Land has been released for safe and productive use (in accordance with International Mine Action Standards (IMAS) /National Mine Action Standards (NMAS).

Output 2.1: Explosive Ordnance (EO) items are destroyed or moved to a safe location through clearance or EOD.

Output 2.2: Increased awareness of the risk of harm from explosive ordnance.

Output 3: Increased gender equity and national capacity development within humanitarian mine action activities.

Risultati fasi precedenti:   The first phase of the project confirmed the continued relevance of humanitarian mine action in Yemen. By July 2026, HALO had surveyed 250 at-risk communities, completed 300 Explosive Ordnance Disposal (EOD) callouts, cleared 132,000 m² of contaminated land, and delivered 306 Explosive Ordnance Risk Education (EORE) sessions reaching 3,672 beneficiaries. Beyond these operational achievements, the project strengthened evidence-based prioritisation and national mine action capacity while demonstrating the value of sustained community engagement, gender-responsive programming, close coordination with national authorities, and adaptive implementation in a complex operating environment. These achievements and lessons directly informed the design of the current phase, with a stronger emphasis on localisation, evidence-based planning, national capacity strengthening, and inclusive community engagement.
