Contribution to the Geneva Global Hub for Education in Emergencies 2026-2030


The Geneva Global Hub for EiE (EiE Hub) was formed in Geneva as an alliance to ensure that Education in Emergencies (EiE) is prioritized politically and financially. Switzerland’s continued support will help the EiE Hub carry out its 2026-2030 strategy and continue to influence the global agenda, prioritizing EiE as a lifesaving measure. Through its partnership with the EiE Hub, Switzerland aims at establishing International Geneva as the center of gravity for EiE and strengthen collaboration and leadership on the policy agenda across all humanitarian actors.

Contesto Various overlapping crises are excluding a record number of children from education, rising from around 75 million in 2016 to 234 million today. Despite education being a fundamental right and a proven protection tool, EiE remains chronically underfunded, receiving just 29% of requested humanitarian financing in 2024, thus far below other sectors. The current funding crisis and the recent humanitarian reset have further downgraded the priority of EiE in response planning, with funds requested reduced by up to 90% in some contexts. Without a course correction, growing needs and shrinking budgets risk sidelining EiE altogether, leaving millions of children without education’s protection and long-term prospects.
Obiettivi All children and youth affected by humanitarian emergencies, climate-related disasters, protracted crises, displacement and migration have their right to a quality education fulfilled, respected and protected.
Gruppi target

Policymakers and governments, Permanent Missions of the UN Member states and non-Member States, intergovernmental organizations, UN agencies, civil society, private sector entities and organisations, networks and coalitions from the human rights, protection, peace, displacement, climate and health sectors. Target groups for outreach and engagement are relevant media, members of the public and parliamentarians. 

Indirect target groups: Children and youth in crisis situations who need improved access to quality, safe and inclusive education.

Effetti a medio termine
  1. A strategically expanded, dynamic and actively engaged alliance of diverse members advances joint priorities, enhancing collaboration, partnerships and synergies among EiE actors in Geneva and beyond and across the nexus and sectors.
  2. Policy and decision-makers and, where relevant, the broader public, are informed and supportive of EiE and take action to prioritise it.
  3. EiE actors and other stakeholders have access to ready-to-use evidence to advocate effectively and take informed actions.
Risultati

Risultati principali attesi:  

  • The EiE Hub membership is managed, sustained and strategically expanded and cross-sectoral exchanges and dialogues are facilitated.
  • The EiE Hub is able to secure funding from other donors than Switzerland.
  • A joint advocacy strategy to support collective influencing by EiE Hub members has been developed and is implemented.
  • The position of International Geneva as a centre for EiE has been strengthened through joint events organised in Geneva, with local to global participation (online). 
  • Knowledge products produced by the EiE Hub have been discussed and disseminated; relevant solutions and evidence from EiE Hub members and partners have been identified, elevated and disseminated.
  • Solutions and evidence synthesised by the EiE Hub is useful for Switzerland.


Risultati fasi precedenti:  

  • 10 original members launched the EiE Hub in 2021; by 2026, membership increased to 65 members.
  • Widely recognized as the central convening, coordination and advocacy platform for EiE.
  • EiE more and more recognized as a life-saving and protective intervention that contributes to children’s safety, psychosocial well-being, and resilience in crisis contexts.
  • Convening of nine events in 2025 that engaged policy- and decision-makers on pressing EiE challenges, including at Humanitarian Networks and Partnerships Weeks (HNPW), ECOSOC Humanitarian Affairs Segment, Global Platform for Disaster Risk Reducation (GPDRR), and launches of the EiE Flagship Report in Geneva and New York 
  • Established shared office in Geneva with ECW and partners, anchoring Geneva as the global centre for EiE collaboration.
  • Produced three flagship reports on EiE financing, climate, and anticipatory action, shaping global EiE policy and advocacy.
  • Mobilised USD 826 million for EiE through ECW’s 2023 High-Level Financing Conference and co-developed the Geneva Declaration on EiE, widely adopted by parliamentarians.
