Somalia Cash Consortium, Emergency Multi-Purpose Cash Assistance
Somalia remains a hyper fragile context with recurrent, complex humanitarian crisis. The project aims to provide life-saving Multi-Purpose Cash Assistance (MPCA) to crisis-affected communities in Somalia. It prioritizes those most left behind, including newly displaced and highly food insecure individuals. As an emergency intervention, the project complements SDC’s broader effort to sustainably strengthen the resilience of vulnerable communities across Somalia.

- Concern Worldwide is the contract partner and lead agency of SCC. SCC’s members include international NGOs: Save the Children Interna-tional, Norwegian Refugee Council, Danish Ref-ugee Council, ACTED, COOPI, Action Against Hunger. International NGOs are working with 7 local NGOs: GREDO, Lifeline Gedo, Puntland Minority Women Development Organization, Save Somali Women and Children, Somali Awareness and Social Development Organiza-tion, Social-Life and Agricultural Development Organization, Youth Link.

| Contesto | Somalia remains highly fragile, affected by protracted conflict, recurrent droughts, displacement, and chronic poverty. Humanitarian access is constrained by insecurity, clan conflicts, and attacks on aid workers, while funding gaps and weak coordination limit response effectiveness. According to the 2026 Somalia Humanitarian Needs and Response Plan, 4.8 million people require humanitarian assistance, including >4 Mio people affected by acute food security crisis. Protection risks remain severe for 3.3 million internally displaced persons, with girls, women and minorities facing compounded vulnerabilities. |

| Gruppi target | The project is estimated to reach 44,107 households (291,106 Individuals). It will prioritize those most left behind including people recently displaced by acute crisis (conflict, floods, drought), in hard-to-reach areas or exposed to very high levels of food insecurity. Specifically targeted will be women facing Gender-Based Violence risks, minority clans, female-headed households, pregnant and breastfeeding women, persons with disabilities, unaccompanied minors, the elderly and families exposed to repeated evictions. |

Risultati principali attesi: 1.i) MPCA provided to crisis-affected groups. 1.ii) Vulnerable households are linked to complementary nutrition, health and protection services through coordinated referrals. 2.i) Capacity-building and support provided to local NGOs for standard-aligned MPCA. 2.ii) Community-led MPCA and referral systems identified, tested, and documented. 2.iii) Operational research and learning to inform adaptive management and MPCA programming completed and disseminated. Risultati fasi precedenti: Key achievements from SDC’s April 2025-March 2026 piloted contribution to the Somali Cash Consortium (SCC) include: - 14,491 households (85,307 individuals) received MPCA in 21 districts, with acceptable food consumption score improving from 9% to 51%, households not using negative coping strategies rising from 37% to 64%, and 84% meeting basic needs. - Strengthened capacity of 7 local NGO partners: 14% of all activations managed by local NGOs, 3 staff trained per local NGO. - Completed study on data interoperability and referral mechanisms, guiding Referral System Management rollout. - Contributed to humanitarian reforms and enhanced coordination through technical inputs to Cash Working Group and Reset & Reform Task Force. |

As an emergency action the project complements SDC’s longer-term development interventions (e.g., Saameynta, Regional Livestock Program, Water4Resilience). The project leverages the cooperation with the following key actors: Somalia Disaster Management Authority (SoDMA), Ministry of Labor and Social Services (MoLSA), Cash Working Group, Reset & Reform Task Force (Group 2), Area Based Coordination fora, Operation Cell, WFP, the World Bank and the CALP Network. |
