Humanitarian Fund CAR (HF-CAR)

The Humanitarian Fund for CAR (HF-CAR) was established in 2008 as an expansion of the Emergency Response Fund. It is a country-based pooled fund (CBPF), which is a multi-donor humanitarian financing instrument managed by OCHA CAR under the responsibility and leadership of the Humanitarian Coordinator (HC). The HF-CAR makes it possible to support the Humanitarian Response Plan (HRP) and to provide, through humanitarian organizations, an effective and efficient response to the priority needs of the populations affected by multiple crises and upheavals of conflict and violence in the CAR.

It promotes a cooperative and coordinated approach between sectors and humanitarian organizations.
It ensures holistic geographical and programmatic coverage of needs and strengthens the strategic impact of the HRP in the medium term.
In fact, it tends towards the resilience of the beneficiaries, and is part of a dynamic of nexus humanitarian-development-peace in the long term. 

The objectives of the phase are to directly support projects responding to priority needs in accordance with humanitarian principles, in particular: 

1) centrality of protection in the response and improvement of access to basic services for affected populations, 

2) interventions based on the reintegration and stabilization of populations in the initial return phase and the recovery of economies, 

3) multi-sectoral interventions in ar eas where they are able to create an impact likely to strengthen local community resilience and

4) to strengthen the coordination and leadership of the Humanitarian Coordinator (HC). 

Risultati principali attesi:   The protection and assistance needs of people affected by conflict and violence are taken care of by humanitarian organizations (UN & NGOs). 

Risultati fasi precedenti:  

In 2022, the HF allocated USD 29.5M net on projects to 33 partners for 58 projects, thus assisting 463'000 beneficiaries. 

The HF supports the operations - cooperation and coordination - of a wide range of partners who jointly assess and prioritize needs through an inclusive process. Thus it enables agile response in a fluid environment.

It lowers transaction costs and ensures transparency, accountability, and sound risk management. 

It promotes the most strategic - effective and efficient - possible use of resources in difficult circumstances (security, access).
