WFP Special Operation: Logistics and Telecommunications Augmentation and Coordination in Response to the Hurricane Matthew in Haiti: Additional Allocation

On 4 October, Haiti was hit by a category 4 Hurricane, which severely affected 2.1 million people – among which 1.4 million are in need of emergency assistance. Reports revealed major material damages and important livestock and crop losses up to 80%-100% in certain regions. WFP has planned to assist 806’000 people during 3 months, but the emergency response suffers which a 57% shortfall in funding (over USD 48 million) and its Special Operation designed to provide logistic support to the delivery of the response particularly for hard to reach communities in the mountainous parts where assistance has to be airlifted and is only 50% funded.

Contesto Category 4 Hurricane Matthew violently struck southwestern Haiti (Grande-Anse and Sud departments) on 4 October causing the largest humanitarian emergency in Haiti since the 2010 earthquake. Strong winds, heavy rainfall and wave surges also affected Nippes, Ile de la Gonâve, Sud-Est, Artibonite and Nord-Ouest departments. Nearly 1.4 million people are in need of some type of immediate assistance.  According to the Directorate of Civil Protection (DPC), there are over 175,000 evacuees in hundreds of shelters, and about 550 reported deaths. In the mountainous parts of Sud department, there are approx.100’000 suffering a particularly severe food insecurity and their remote locations mean that they cannot be reached with material assistance otherwise than through cost intensive airlifting. On 5th October WPF has set up a Special Operation (SO) to provide strategic logistic support for its own emergency operation and to the wider humanitarian community.
Obiettivi This Special Operation is intended to prevent and alleviate gaps and bottlenecks in the humanitarian logistics response and provide an uninterrupted supply of lifesaving and life-sustaining goods and services to those affected.
Gruppi target Victims of the hurricane in rural and urban areas, most of whom living in hard hit Grande Anse Peninsula.
Effetti a medio termine Enhance coordination, predictability, timeliness and efficiency of the emergency logistics response through Logistics Working Group. Support the delivery of humanitarian aid to affected population by augmenting the logistics capacity.
Risultati

Risultati principali attesi:  

  • Logistics augmentation including: strategic airlifts (with 2 helicopters) and other air and sea cargo services, temporary inter-agency storage and cargo reception facilities and assessments for emergency road and bridge repairs for access.
  • Logistics coordination, GIS mapping and information management for the logistics response.
  • Provision of emergency telecommunications required for the humanitarian community to respond to the crisis.


Risultati fasi precedenti:  

From 8 October to 15 November, WFP has reached 520’000 with a total of 5,400 metric tons of food, making use of 23 trucks, 2 vessels and 2 helicopters. 

To date, over 890 passengers and 118 mt of cargo have been transported to 18 different locations on behalf of thirty-eight organisations
